HQS (Housing Quality Standards) inspection is a safety and functionality check conducted by Public Housing Authority (PHA) to ensure rental units meet HUD minimum standards. Expect an inspector to check all rooms, utilities, structural integrity, and security features (locks, smoke detectors) to confirm the unit is decent, safe, and sanitary.
Key Areas Inspectors Check
Safety & Security: Functional locks on all exterior doors and windows, plus working smoke/carbon monoxide detectors on every level.
Electrical: No exposed wiring, all outlets have covers, and GFCI outlets in bathrooms/kitchens.
Plumbing/Heating: Hot and cold water, no leaks under sinks, working toilet, and heating system functional.
Structure: No peeling paint (vital for units with children under 6), sturdy stairs/handrails, and sound floors/walls.
Kitchen & Bath: Functioning stove, refrigerator, and extractor fans (or windows) in bathrooms. [1, 2, 3, 4, 5]
Important Tips for Success
Utilities Required: All utilities (gas, electric, water) must be turned on to test appliances.

We've been getting many questions about resident councils/associations in section 8. One of the statements made by some is there are no resident councils/ associations in section 8 housing. So now we want to clear this up, so after doing research this is what we found out.
Yes, Section 8 housing can have resident associations or councils, but their structure and formal recognition depend heavily on which type of Section 8 assistance you receive.The rules and options for tenant organizing break down by program type:
Project-Based Section 8 (PVB)(voucher stays with unit): Residents living in buildings with project-based assistance have formal rights to organize. Under U.S. Department of Housing and Urban Development (HUD) guidelines, legitimate independent resident organizations can form, meet regularly, and even tap into tenant participation funds provided to property owners.
Housing Choice Vouchers (Section 8 HCV): Tenants using a portable voucher to rent on the private market are much harder to organize into a single resident association because they are scattered across different properties.
While there are no formal building-based councils for these voucher holders, HUD does require Public Housing Agencies (PHAs) to consult with a Resident Advisory Board (RAB) during their annual planning. RABs include Section 8 voucher participants and help shape local housing policy and rent distribution.
The public housing authority (PHA) in Franklin Tennessee acknowledges the right to form a resident association (Resident right to organize). All you have to do is visit their website at franklinhousingauthority.com under residence and You can see for yourself.
So for those people who make the statement that there are no resident councils/associations in section 8, we say you're misinformed or it could be other reasons why you just don't want a resident council /association, resident organization. 🤷
Under U.S. Department of Housing and Urban Development (HUD) regulations, organizing is both a protected right and a matter of federal law. Property management must legally recognize residents' rights to organize without interference.
