The idea of a great weld is to prevent any other contamination or foreign elements into the liquid metal (Pe*******on and correct heat are important also) You change the chemical composition of the metal its self. Your basically a foundry creating melted metal and thus adding oxygen, iron, carbon or countless other variables to the metal you ruin its purity. Here you can see a special reactive metal Niobium. Left was welded clean, a brush made of the same metal that is welded was used, rubbing off oxidation before weld. A Stainless brush would be negative since your scraping another metal on top of your base metal. This weld used the correct rod and was shielded with a flow of Argon or Helium. The weld on the right though partially pretty with colors was removed from the argon or helium shielding too soon and "Air" (oxygen, nitrogen, carbon dioxide, water or moisture h20) will get into hot metal as a reaction causing the metal to not be pure. Even worse is the gray section which is farthest damaged by foreign elements making the metal brittle or not as strong as originally engineered. This is why shielding gas and tools to protect your welds are incredibly important.
