A coalition of federal employee unions this week urged a federal appeals court to compel a lower court judge to act upon a lawsuit challenging the Trump administration’s introduction of essay questions that many say amount to a presidential loyalty test for federal jobseekers.

The American Federation of Government Employees (AFGE), American Federation of State, County and Municipal Employees (AFSCME) and the National Association of Government Employees (NAGE) sued the Office of Personnel Management last November after the government’s dedicated HR agency introduced four essay questions to be issued with all federal job postings, including one question asking applicants their favorite Trump policy or executive order.

Members from Loveland’s Chapter 821 joined us for our June 15th meeting as we had the honor of hosting our Colorado Congressional District 2 Representative Joe Neguse and his staff. Neguse kicked off the meeting with an overview of current issues and his work with other House members in D.C.

Ours was one of several meetings including a town hall that he attended that day. His responses to our questions and concerns were straight forward and honest. His words were encouraging and his optimism in his and other House members’ efforts to fight for our democracy contagious. He assured us his door is always open and encouraged us to call or stop by his Fort Collins office if we have any questions or want to discuss or provide new ideas in relation to current issues or concerns. House Passes Bills on Employee Bonuses, Financial Management Controls

The House has passed several agency management-related bills including HR-428, which would expand the awards available to federal employees who make suggestions for cost savings.

The measure would double the potential value of such awards to $20,000 and expand eligibility to include among the qualifying suggestions those involving spending that an agency determines is not required for the purposes for which the amounts were made available. Further, an agency would have to propose any identified wasteful expenses for rescission.

The House also passed:

☑ HR-6916, to prevent agencies from awarding contracts, grants, cooperative agreements, or other types of financial assistance for three years to individuals who are convicted of specified fraud-related felonies related to the use of federal financial assistance.

☑ HR-8107, to require the GAO to produce a recurring report identifying federally funded state-administered programs most vulnerable to waste, fraud, and abuse, including comparative analysis across states to identify trends and high-risk administrative practices.

☑ HR-8428, to establish a government-wide training program to ensure the federal workforce can identify fraud risks, implement anti-fraud best practices, and utilize Treasury tools such as the Do Not Pay system.

☑ HR-8463, to require Treasury to work with agencies to verify payment and payee information in advance by expanding tools such as the Do Not Pay system.

☑ HR-8466, to require agencies to incorporate GAO improper payment and fraud risk frameworks, conduct risk assessments, and implement real-time, data-driven payment monitoring techniques in emergency response programs.
