Can anyone tell us who could toss a tiny kitten from a car right in front of two small children?

The children who witnessed it were heartbroken and in tears. Thankfully, the family immediately scooped up this little guy, and brought him to us, with the kids still crying and asking if we could help. We may never understand how someone could abandon a defenseless kitten this way, but we're grateful for the compassionate family who stepped in when he needed them most. Meet Digby.
