Message from WSIPC Board of Directors:

WSIPC's governing board, made up of the superintendents of Washington's nine educational service districts, is deeply concerned about the challenges educators and school districts are experiencing with the transition to IEPOnline 3.0 and, most importantly, about the impact those challenges can have on the students with disabilities whom this system is intended to support.

We have heard directly from educators and district leaders about the frustration this has caused and the extra work it has added at the start of the school year.

IEPOnline 3.0 is a PCG product delivered through PCG's partnership with WSIPC. PCG is responsible for the product and end-user support. WSIPC is responsible for procurement, hosting, data and reporting integration, and statewide coordination. As the board that governs WSIPC, it's our job to ensure WSIPC and PCG remedy the issues users are experiencing.

Right now, we’re focused on protecting services for students, restoring functionality, and giving districts clear and reliable information about what is being fixed and when.

We are prioritizing the following actions:

🔹 Identify and prioritize the issues creating the greatest risk or disruption for students and educators.

🔹 Set written deadlines for fixes. WSIPC will work with PCG to identify deliverables, responsible parties, and completion targets for priority issues. The board will review progress regularly and hold WSIPC and PCG accountable for meeting those expectations.

🔹 Give districts one source of official and current information. WSIPC will post regular updates on what’s fixed, what’s not, and what’s next, including when an issue has not yet been fixed.

🔹 Support districts while technical issues are resolved, in partnership with OSPI and ESDs.

🔹 Prioritize listening directly to the educators and district leaders using the system.

The board expects measurable progress and clear communication until these issues are resolved. Our commitment is to the students who rely on special education services and to the educators who provide those services every day. They deserve a system that works.

IEP Online 3.0: Current Actions and Ways to Engage

We know the transition to IEP Online 3.0 has created significant frustration, additional workload, and disruption for educators and school districts. We understand the urgency of the concerns being raised and the impact this is having on special education teams.

We also want to be clear: WSIPC leadership and ESD leaders are actively engaged in addressing these issues.

WSIPC executive and technical teams are working directly with PCG, districts, and regional partners on outstanding defects, integrations, support, and communication. Stabilizing the district experience remains the immediate priority.

Current work includes continued product fixes and updates from PCG; ongoing validation of the IEP Online-to-Skyward writeback process; expanded end-user support and office hours; weekly updates to the IEP Online 3.0 status dashboard; and increased district involvement in identifying priorities and informing next steps. PCG’s September 11 update confirms that issues continue to be resolved while additional defects are also being identified and addressed.

There are three ways for districts and users to engage directly in this work:

- Connect directly with PCG: [email protected]
- Report technical issues through Zendesk within IEP Online. Ticketing remains important so individual issues can be documented, tracked, and addressed.
- Participate in one of three district advisory groups launching next week. These groups will provide another avenue for districts to share their experience and help inform priorities and improvements.

We know that communication by itself does not resolve the disruption districts and educators are experiencing. What matters now is continued progress, clear information about what remains unresolved, and follow-through on the concerns being raised.

We will continue working with PCG, our ESD and ISC partners, districts, and educators as stabilization work continues.

With WSIPC RFP 22-03 – Notification System Solutions, districts can access solutions for emergency alerts, everyday communication, and stronger connections with students and families.

Skyward has confirmed a nationwide issue affecting Qmlativ-generated email and email-based multifactor authentication (MFA).

Users who rely on email for MFA may be unable to log in.

Skyward has issued a critical fix, which is currently in testing.

WSIPC is actively monitoring the issue and coordinating with Skyward.
