The Encinitas Planning Commission recently approved the Ocean Bluff development, a proposed 27-home hillside project near Encinitas Boulevard.
The discussion surrounding the project highlighted a broader issue impacting communities throughout California. State housing laws, including Californiaās Density Bonus Law, are increasingly influencing local development decisions by allowing developers additional density and zoning flexibility when affordable housing units are included in a project.
In this case, three homes designated for very low-income households qualified the development for additional density allowances and exemptions from certain local zoning standards.
During the meeting, community members raised concerns related to traffic, drainage, emergency access, and preservation of open space. The project does include preservation of portions of the surrounding canyon area, while commissioners ultimately approved the proposal unanimously.
These conversations are becoming more common across North County San Diego as communities continue balancing housing demand, infrastructure, environmental concerns, and long term planning.

Big news for North County travelers āļø
McClellan-Palomar Airport in Carlsbad is expanding commercial flight service, making travel even more convenient for North County residents.
The San Diego County Board of Supervisors recently approved an expanded lease allowing American Airlines to increase its daily round-trip flights to Phoenix from two to four. Combined with existing United Airlines routes to Denver and San Francisco, the airport is now approved for up to 16 commercial flights per day.
For many North County residents, this means easier access to major destinations without the drive to San Diego International Airport. š

San Diego Unified just made its Primetime after-school program universal, meaning every TK-8 student who wants a spot gets one, completely free.
Up to 9 hours a day of tuition-free child care across all 144 elementary and middle schools in the district. Homework help, arts, science, athletics, and a free snack included.
The expansion was made possible by the district reaching Tier 1 status under Californiaās Expanded Learning Opportunities Program, unlocking a new level of state funding. This fall they expect to serve up to 40,000 students.
