CEDP was founded as The COVID-19 Eviction Defense Project in April 2020 by Zach Neumann and Sam Gilman as an all-volunteer community organizing effort to protect Colorado renters from eviction and displacement during the coronavirus pandemic. We’re proud to partner with Councilmember Chris Hinds and animal welfare organizations on a pilot program providing pet deposit assistance for people living in or moving to Denver City Council District 10.
The program will offer a one-time $300 pet deposit to help up to 100 renters keep their pets and secure safe, stable housing. The goal is to remove one more financial barrier so tenants don’t have to choose between a home and keeping their pet.

In a new feature, Zach Neumann shares how new Prop 123 funding will help first-time and first-gen homebuyers in rural Colorado “begin the journey toward owning their own homes and have equity in their homes, which is a core component of building community.” CEDP’s award will support down payment assistance for more than 90 households in southwest Colorado.

We’ve seen firsthand in our work here at CEDP how one medical emergency can spiral into a family losing not only their income, but the place they call home.
Coloradans can have up to 20% of their disposable earnings garnished to pay overdue medical debt, often leaving already cash-strapped families with little wiggle room to cover rent, utilities, and other basic expenses.
As CEDP’s Lois Lupica explained to Fortune, this wage garnishment is “really kicking people when they’re down.”

Late last week, the City of Denver paused its Temporary Rental and Utilities Assistance (TRUA) program, leaving many Denverites uncertain about how to cover rent and stay stably housed.
As CEDP’s CEO Zach Neumann shared with Denverite:
“We understand the budget challenges the city faces, but families who received news of the pause on TRUA funds are facing even bigger problems, including the loss of the place they call home.”
For many in our community, TRUA funding is not just a number in a city budget. Each dollar represents a lifeline that has kept families from impossible choices and helped them remain safely housed.
At CEDP, our priority is, and will always be, helping people navigate moments of crisis with dignity and care. We remain committed to standing with our neighbors in this difficult moment and will continue advocating to ensure every Coloradan has the resources they need to keep a safe place to call home.

According to research from Harvard's Joint Center for Housing Studies, "the portion of the country’s renters who face significant cost burdens has hit record levels — and the strain has moved up the income ladder."
Rent is far too expensive for many families, and costs keep climbing. Here in Colorado, we must continue to invest in housing stability services that will keep our neighbors housed if we want to see a decline in eviction rates across the state.
