ADA requires that toilet seat cover dispensers in restrooms comply. This is a great location for it. It complies with reach range and grab bar clearance (308.1 Reach Range and 609.3 Spacing).

ADA guidelines require that grab bars have a minimum clearance of 12" above it for projecting objects. Also, reach range requires a maximum height of 48" above the floor. The height of the rear grab bar has a range of 33"-36". It is not possible to place a seat cover dispenser above the grab bar while complying with these requirements. It is better to place these below the grab bar or at the end of the side wall grab bar. Stayed tuned for more posts regarding this. This is a common violation.

ADA requires that mirrors located above lavatories be installed 40" maximum to the bottom of the reflecting surface. If there is a full length mirror located in the toilet room, then the mirror above the lavatory is not required to comply. Here is a great example of this requirement. While visiting a local restaurant I ran into a solution for the hand dryer protruding from the wall more than 4" by providing a horizontal grab bar under it. ADA requires that elements located in circulation spaces comply with Protruding Objects. (307 Protruding Objects)

ADA requires that dispensers not overlap the required water closet clearance unless they are associated with the use of it (604.3.2). Loose trash cans are not required to comply, but they should not be located within the clearance area.

ADA requires the center of toilet paper dispensers be located 7"-9" from the front face of the water closet and 15" min above finish floor from the outlet (604.7 Dispensers), also no less than 1-1/2" from the bottom of the grab bar (609.3)
