What is this stuff that just keeps coming out of my exhaust

I'm not stupid am I? This tire won't come off. It's a f-150 rear passenger tire. I've tried hitting it with some hammers /mallet, nothing. Sprayed some wd40 at it, nothing. Am I doing something wrong here?

Substance in gas tank?
My mom went to put gas in her car and when she got there she saw this weird substance, obviously afterwards immediately she brought it home and didn’t put any fuel but does anyone know what to do or how to go from here? I think I might need a mechanic but will the tank be totally busted or would it be okay to just scrape out what we can? It looks like it goes pretty far deep in though as far I can see so just looking for any guidance or even if anyone knows what this substance is
