In England (late 1600s) building codes changed in response to the Great Fire of London, which gutted the city. Chimneys were required to be much narrower than before. Keeping the chimneys free of obstruction became more of a priority and a challenge.
Instead of inventing a tool, children were employed as human chimney sweeps. For over 200 years, this practice went on despite the deplorable conditions the kids lived in, the horrible health effects they suffered, and the many injuries and fatalities from related work hazards.
