P3 serves as the catalyst to create a positive business environment in Pickaway County.
The Circleville Pickaway Community Improvement Corporation (CIC) was started as a committee of the Pickaway County Chamber of Commerce in 1967. Other than issuing one or two industrial revenue bonds, the CIC had very little activity until late 2004 when new bylaws were adopted and a new board was put in place. P3's board isn't run by any single office or interest group — it reflects the whole county.
Members include elected county commissioners, municipal officials, township trustees, school superintendents and treasurers, local bankers, business leaders, representatives from workforce development, utilities, and tourism.
That cross-section is by design: every major decision benefits from both public and private input, because the growth we're working toward has to work for everyone at the table.

The Pickaway County Fair kicks off this weekend, and we couldn't be more excited.
All week, you'll find the "Future of Pickaway County" booth at the Agriculture and Event Center — sharing what we've learned through the Agricultural Study and Land Use Plan, and listening to what residents want to see as the county grows. For nearly two decades, Pickaway Progress Partnership has worked to support jobs, investment, and opportunity across Pickaway County.
Founded in response to major job losses that impacted thousands of local families, P3 was created to help ensure our county would be ready for future opportunities rather than reacting after they arrived.
Today, that mission remains the same: helping Pickaway County grow in ways that benefit residents, businesses, and communities across the county.

The P3 team spent Monday in Athens County getting a firsthand look at Appalachian Center for Economic Networks (ACEnet) and what 30 years of community-driven economic development looks like in action. ACEnet's Food & Farm Enterprise Center is what happens when a community decides to get serious about supporting entrepreneurs. Shared commercial kitchen space, food and farm processing facilities, technical assistance, and a network of partners that helps growers and food businesses do things they couldn't do alone — like turning a harvest into a value-added product and finding the markets to sell it.
For Pickaway County, where agriculture and economic growth are deeply connected, that's a model worth understanding.
P3 is exploring what a reinvestment fund for Pickaway County agriculture could look like — one that puts resources back into farming, food enterprise, and the next generation of entrepreneurs. Visits like this one are how we make sure we're building something that actually works.

Agriculture has and will continue to be part of the fabric of the City of Circleville. We are happy to participate in the Agriculture Study initiated by the Agriculture Committee of Pickaway Progress Partnership and the Pickaway County Port Authority.
As we see the Central Ohio area grow, we know that economic development here MUST be informed by our agricultural roots.
