Happy Juneteenth - December 18, 1865: The Thirteenth Amendment went into effect, making Kentucky and Delaware the absolute final states to officially have slavery. Since these border states remained in the Union, they were technically exempt from the 1863 Emancipation Proclamation and held onto the institution until the amendment passed. Mississippi even “forgot” to file the paperwork until 2013 although they did originally rejected it.
