Question: Why do some Sections (1-4) have both an earlier first street cleaning date (April 3-12) and a later last street cleaning date (Nov. 8-17), than section (11-19), (May 1-23) and last dates of (October 13-Nov. 7)? Does this make any sense?

Also, Farmer's Almanac predicts a first fall frost date of Nov. 1, why don't we adjust this schedule accordingly, and do later cleanings into December?
