The notion that those who craft the rules do so primarily to serve their own interests rather than the common good is a critique as old as power itself. The rule-makers—often perched atop the social hierarchy, wielding influence, wealth, and authority—design systems that appear neutral on the surface but subtly (or not so subtly) tilt the scales in their favor. 

These rules become instruments of preservation for the elite, ensuring their dominance endures while cloaking their self-interest in the guise of order or justice. For the rich, the rules are a shield, a set of flexible tools bent to protect their privilege—tax loopholes, corporate protections, or selective enforcement of laws. 

For the weak, however, these same rules morph into a cudgel, disproportionately punishing those without the resources to navigate or evade them. A poor man steals bread and faces jail; a wealthy man manipulates markets and earns a bonus. The average person, caught in this web, finds the system less a ladder to rise and more a wall to keep them in place—rules not as a public good, but as a private luxury for the powerful, leaving the rest to bear the weight of compliance without reaping its rewards.
