What’s New in Colorado Housing Initiatives & Offsite Structures

Offsite construction offers a powerful solution to Colorado’s affordable housing crisis by reducing construction time and costs, leading to economies of scale and more rapid deployment of units. In Fiscal Year 2024, Colorado made the largest single investment in the modular industry of any state. That investment builds on the past 54 years, during which Colorado has operated a state-wide offsite construction program, including code adoption and enforcement through plan reviews and inspections (both commercial and residential).

In this session, Division of Housing leaders will share what’s new in Colorado housing initiatives, including an update on building codes and standards and plans to implement Senate Bill 25-002, which aims to streamline rules and processes for offsite structures.
