This is the difference that hiring a plumber with experience can make. What you're looking at here is the flow sensor wheel on the cold water inlet of a Rinnai tankless water heater. The water heater is only 18 months old, and 3 plumbers prior to us had come out and quoted replacements without doing ANY diagnosis! The little speck of mineral buildup above the flow sensor wheel had gotten stuck, and the heater stopped working.
