SF Off-Shore Development

I have an idea for the development of the city that involves building offshore.

In order to increase revenue the tax bas must grow, so a "territorial expansion" is clearly in order. If you search for "Stargate Atlantis" you will find an excellent graphic of what I am thinking about for off-shore development.
