14. Warren Court “one man, one vote” decisions, 1962-1964
“One man, one vote" is a motto used to express the principle of equal representation in voting and is often used to describe a series of U.S. Supreme Court decisions made in the 1960s, when Earl Warren served as the chief justice and the panel was known as the Warren Court. In Baker v. Carr (1962), the Warren Court ruled that the Equal Protection Clause of the Fourteenth Amendment meant questions about redistricting affecting equal representation were within the Court’s scope, enabling federal courts to hear redistricting cases. Applying the principle later known as “one person, one vote,” the Warren Court decisions in Gray v. Sanders (1963), Reynolds v. Sims (1964) and Wesberry v. Sanders (1964) reinforced the principle that electoral districts, at all levels of government, should be apportioned according to population, making each district roughly equal in population and as a result roughly equal in representation.

13. Twenty-third Amendment, 1961
The Constitution called a federal district that was under the jurisdiction of Congress to serve as the nation’s capital. As a result, Washington, D.C. is a “district” not a state and citizens living there don’t have the same voting rights as those living elsewhere in the U.S. The Twenty-third Amendment, ratified in 1961, was an effort to provide residents of D.C. greater representation in the federal government by allowing them to choose electors who vote for president and vice president in the Electoral College. The amendment granted D.C. electoral votes, it stated it could never have more electors than the least populous state and it did not grant Washington, D.C. representation in Congress.
