Fahe is pleased to share this important policy framework from Partners for Rural Transformation.
PRT’s priorities speak directly to what rural and Native communities facing persistent poverty need: sustained investment, stronger local capacity, and policies that recognize the leadership and potential already present in these places.
This work aligns closely with Fahe’s commitment to advancing opportunity across Appalachia through housing, capital, and community-led solutions.
Partners for Rural Transformation (PRT) released its policy framework on Tuesday, including four priorities to unlock economic opportunity and address decades of underinvestment in rural and Native communities facing persistent poverty across the country.
The framework elevates public policies and private frameworks that encourage, incentivize, and increase investment into rural and Native communities facing persistent poverty while building local capacity.

During NeighborWorks Weeks 2026, Fahe is sharing housing projects that are helping strengthen communities across Appalachia.
Cunningham Terrace in Kingsport, TN is a new 12-unit affordable housing community designed for residents age 60+ and built to ADA accessibility standards. Located near public transportation, healthcare, grocery stores, and the Kingsport Senior Center, the development transforms a once-deteriorating downtown property into stable, accessible housing for local seniors.
This project was made possible through Tennessee ARPA funding and partnerships between Fahe’s Member KHRA, the Greater Kingsport Alliance for Development, the City of Kingsport, and Frontier Health — helping expand housing opportunities and create lasting community impact.

Momentum is building across Appalachia.
As Kentucky and Tennessee wrap up their legislative cycles, the Fahe Network is celebrating important progress for housing and community development.
In Kentucky, advocates helped secure a $5 million investment in the Affordable Housing Trust Fund, $5 million to establish a CDFI Grant Program, and passage of “Yes in God’s Backyard” legislation.
In Tennessee, Members helped along a $20 million workforce housing pilot. Creative Compassion Executive Director Christy Donlinich played an especially important role in helping state leaders understand the need for workforce housing solutions.
These are the kinds of outcomes that happen when local expertise informs state-level action.
The Fahe Network is proving that community-led solutions can shape policy, direct resources, and create positive outcomes across the region.
