Clean Cut Futures wants to take a moment to recognize our Executive Director, Cesar Luna.
This short video goes to show how impactful his work has been in just this short amount of time, as multiple council members saw fit to add positive comment before the vote.
Not only is Cesar running our program and working with barbers to support our outreach missions, but he is putting his own time and energy into making sure the new Whatcom County Jail will be as successful as possible.
He’s bringing his background, observations and our CCF mission of changing lives into the very foundation that will be our criminal detention center.
Thank you for loving and investing in our community, Cesar. We are blessed to have you on board.

At Clean Cut Futures, we believe in creating opportunities that uplift everyone in our community.
Our young barbers-in-training are gaining real, hands-on experience by stepping into environments where their skills truly make an impact. Through this work, they’re not only sharpening their craft—but also learning the value of service, empathy, and connection.
At the same time, we’re able to give back by providing clean, confidence-boosting haircuts to individuals who often don’t have access to these services.
It’s bigger than a haircut. It’s about building confidence, restoring dignity, and creating second chances—on both sides of the chair.
This is what community looks like. 💈

Today I definitely had to have thick skin. But I was also able to really help a kid process through some things. Lots of ups and downs going into a chaotic environment like the jail.

Cesar was recently asked to put in for the vacant position on the Justice Project Oversight and Planning (JPOP) Committee. He was specifically requested due to his being a person with lived experience in the criminal legal system and his dedication to making change in our local jail.
Here he is, telling the County Council about himself at tonight’s meeting. We at Clean Cut Futures couldn’t be more proud to see our Executive Director getting even more involved in trying to create a positive change in our community.
Sometimes seeing these young lives being altered so drastically is a tough thing to see.
