Troop G Troopers and LSP Investigators Capture Fugitive Wanted in North Carolina Child Abuse Case

On May 15, 2026, Troopers with Louisiana State Police Troop G were requested by the Henderson County Sheriff’s Office (HCSO) in North Carolina to assist in locating a suspect connected to a child abuse investigation that resulted in a child being hospitalized in critical condition. The suspect was believed to be last seen traveling through Louisiana. Through coordinated investigative efforts and interagency communication, Troopers identified the suspect, 30-year-old Hector Castillo of Fletcher, NC, traveling on Interstate 20 and took him into custody.

On May 17, 2026, HCSO Detectives notified LSP Detectives that the child, who was the victim in the investigation, succumbed to their injuries.

LSP’s Bureau of Investigations Bossier Field Office, with Detectives from the Criminal Investigations Unit, Special Victims Unit, Gaming Enforcement Division, and Evidence Collection Unit, in collaboration with the Bossier City Marshal’s Office, worked closely with HCSO Detectives to further the investigation.

This morning, HCSO Detectives visited the Bureau of Investigations Bossier Field Office to personally express their appreciation for the cooperation, resources, and support provided throughout the investigation, which led to the apprehension of the suspect, who is currently awaiting extradition to North Carolina.

Louisiana State Police remains committed to working alongside law enforcement agencies across state lines to reinforce a unified approach to public safety. Through continued coordination and information sharing, LSP is dedicated to protecting communities across all jurisdictions in need of support.

Troopers gave local participants an inside look at the duties and responsibilities of a state trooper while highlighting the importance of safe driving and good decision-making. Over the weekend, Troopers from Louisiana State Police Troop I had the honor of participating in the Ritter Way 5K Run/Walk in Broussard. During the event, the Jamieson Ritter Foundation honored Jamieson Ritter and Segus Jolivette for their service and sacrifice.

Both Jamieson Ritter and Segus Jolivette made the ultimate sacrifice in the line of duty. It was a privilege to join the community in remembering and honoring their legacy.

**UPDATE** Driver Arrested Following April Crash That Killed Passenger During Flight From Officers

Bogalusa – Troopers have continued to investigate a fatal crash that occurred on April 27, 2026, when the driver refused to stop for a traffic violation and fled from the Bogalusa Police Department. The passenger, 16-year-old Destiny M. Matran, was killed in the crash, and the driver, 19-year-old Daniel Allen Teoulet of Bogalusa, was seriously injured.

The investigation revealed that Teoulet’s actions, while attempting to evade law enforcement, were determined to have directly contributed to Matran’s death. Based on these findings, Troopers with Louisiana State Police Troop L obtained an arrest warrant for Teoulet through the 22nd Judicial District Court for: Manslaughter, Aggravated Flight From an Officer, Reckless Operation of a Vehicle, No Seatbelt, and multiple traffic violations.

On Friday, May 29, 2026, Teoulet was taken into custody and booked into the Washington Parish Jail on his warrant. This crash remains under investigation.

Driver Injured, Passenger Killed in Crash While Fleeing From Officers

Bogalusa – On April 27, 2026, at 9:30 p.m., Troopers with Louisiana State Police Troop L were requested by the Bogalusa Police Department to investigate a single-vehicle crash on West 9th Street and Avenue G in Washington Parish. The crash ultimately claimed the life of 16-year-old Destiny M. Matran of Bogalusa.

The preliminary investigation revealed that officers with the Bogalusa Police Department attempted to stop a 2004 Nissan 350Z for a traffic violation. The driver of the Nissan refused to stop, and a pursuit ensued. While fleeing from officers, the Nissan exited the roadway and struck a utility pole.

The driver, who was unrestrained, suffered serious injuries and was transported to a local hospital for treatment. Matran, who was also unrestrained, suffered fatal injuries and died on the scene. This crash remains under investigation, and Troopers will forward their findings to the 22nd Judicial District Court District Attorney’s Office for consultation regarding potential charges.

Fleeing from law enforcement puts lives at risk and often leads to tragic consequences. Troopers urge all motorists to comply with lawful orders and stop when directed by police. Making the decision to flee can turn a traffic stop into a life-threatening situation for everyone involved. While not all crashes are survivable, wearing a seatbelt greatly reduces the chances of being killed or seriously injured in a crash. Troopers urge all drivers to make smart choices every time they get behind the wheel.

Jefferson Parish - Louisiana State Police and other first responders are on the scene of a roadway closure at US Highway 90 Business and LA 3017 due to a disabled commercial vehicle and hydraulic fluid spill.

Traffic is being diverted to the Harvey Tunnel.

Motorists are encouraged to use alternate routes and expect delays in the area.

Louisiana State Police Region 1 Transportation Safety Services (TSS) conducted a safety presentation with commercial drivers from Turner Industries. Turner Industries provides specialized transportation services involving oversize and overweight loads throughout Louisiana and across the country.

During the presentation, TSS reviewed roadside inspection procedures, Federal Motor Carrier Safety Regulations, and Louisiana state laws regarding size and weight compliance. Drivers also had the opportunity to ask questions and discuss real-world scenarios involving the safe movement of oversize and overweight loads.

Transporting oversize and overweight loads presents significant challenges for the motoring public, motor carriers, drivers, and law enforcement. These specialized loads require careful route planning and heightened safety awareness.

Thank you to Turner Industries for reaching out for this training for their drivers, showing their commitment to safe transportation practices on Louisiana highways. Remember, roadway safety is everyone’s responsibility.

Over the past several days, Troopers with Troop NOLA made multiple arrests following three separate traffic stops involving illegal drugs, fi****ms, and a stolen vehicle.

On Wednesday, Troopers conducted a traffic stop on a vehicle traveling on Crowder Blvd. The vehicle came to a stop at an apartment complex, where one occupant fled on foot but was quickly apprehended by Troopers. During the investigation, Troopers located 255 Tapentadol pills, an AR-15-style rifle, ma*****na, THC gummies, and drug paraphernalia. Troopers also learned that three of the occupants were convicted felons. In total, five individuals were arrested.

Later that day, Troopers conducted a second traffic stop on a vehicle traveling on Chef Menteur Highway. During the investigation, Troopers recovered 518 grams of ma*****na, Tapentadol pills, packaging materials, and a firearm, resulting in the arrest of two individuals.

On Thursday, Troopers located a stolen Acura in the Westbank area of New Orleans. After the driver refused to stop, Troopers pursued the vehicle until it became disabled, at which point the driver and passenger fled on foot. Troopers soon apprehended the driver after a brief foot pursuit and recovered a discarded handgun. Troopers were able to confirm the Acura had been reported stolen earlier that day in New Orleans.

All suspects involved in the above incidents were booked into the Orleans Parish Jail on various charges.

Troop NOLA remains committed to proactive enforcement efforts aimed at reducing violent crime and removing illegal drugs and dangerous weapons from New Orleans communities.

Today we remember and honor Master Trooper Stephen Gray.

On May 29, 1995, Master Trooper Gray was killed in a two vehicle crash in Calcasieu Parish while responding to a traffic crash. Master Trooper Gray was 41 years old and had served for 16 years and 2 days.
