David Clement joined the Perry Dampf panel in 2014 serving as a mediator, arbitrator, and umpire for a wide variety of claims. His background in architecture provides special insight for a neutral’s evaluative role in construction, property damage, and insurance bad faith mediations.
In 2013, David completed the “Mediating Disputes” coursework at the Harvard Program on Negotiation at Harvard Law School. Since 2019, he has also served as an Adjunct Professor at Loyola University New Orleans College of Law teaching Mediation and Arbitration to third- and fourth-year law students.

Judge Charlotte Bushnell (ret.) brings more than 30 years of Workers’ Compensation experience to her role as mediator. Appointed as a Louisiana WC District Judge in 1993, she presided over 1,500 trials and more than 4,000 settlement conferences during her 27 years on the bench.
She was appointed by U.S. District Judge James Cain to mediate Hurricane Laura and Delta claims, mediating more than 400 disputes, and completed advanced mediation training in 2023 at the University of Houston Law Center’s A.A. White Dispute Resolution Center.
She is a Fellow of the College of WC Lawyers and an active member of the Southwest Louisiana Bar Association’s WC Section.

Kelly Bogart has mediated over 350 cases/claims since joining Perry Dampf 4 years ago. Having resolved nearly 90 percent of the matters she has handled, she believes preparation is essential to a successful mediation.
Kelly has mediated a wide range of matters, including bodily injury, first-party claims, commercial disputes and pre-litigation matters. She particularly enjoys complex, multi-party cases, including construction disputes, where she can get into the details of the parties’ positions to help identify practical paths to resolution. When necessary, she also works with counsel in advance of the mediation date to enhance the likelihood of a successful outcome.
