CARE hosted our Philly Town Hall in Hunting Park last Friday. We shared the news of the new Puppy ban to a room of people (aside from Animal Welfare humans) that had no idea about the new bill.

The room was filled with questions.
- Why was this written/passed?
- How can they prove the age their puppy is?
- How can they prove what city their dog was born in?
- What if their puppy is spayed or neutered?
- What do they do if they see a lost puppy?

A women shared a recent story that there was a loose dog and they rescued the dog and fostered it until they found the owner 3 days later. They found out the dog belonged to a young lady with Autism who hadn’t been able to sleep for days. It was her support dog.

Moratorium on the Sale and Transfer of Puppies

No person, business, or entity shall:
(1) Breed, cause, or allow a dog to give birth within the City of
Philadelphia; or
(2) Sell, offer for sale, advertise for sale, exchange, or transfer for
consideration any

We acknowledge there are irresponsible breeders, BUT this bill, created without the community’s input, again puts community members at risk for being penalized and punished without informing the community.

Multiple states restricted dog ownership by Black citizens in the antebellum area.  This legacy never went away. As one example, it is reflected in the new Philadelphia puppy moratorium, which allows for fines of up to $1,000 for each puppy born in violation of the law.

After meeting hundreds of young people and getting to know the adults in the community, we know why our work is so important, challenging, fragile, and beautiful. 

Greater Animal Welfare ignores these communities outside of policing them. And People of Color are so few in the field, Black and Brown communities have never seen anything like us before, and new so often equals dangerous.

To make significant and lasting change in our communities, we’re going to need patience, open minds, a willingness to listen and cater to individual community member needs.

250 Degrees Old, Not Years.

Vicious circle. Come full circle. Go around in circles.

Circle the wagons. Ring true. Circle back. Out of the loop. Merry-go-round. Do the rounds. Inner circle.

Sphere of influence. Yin and yang. Round table. Circle of life. What goes around comes around.

We are obsessed with circles-until we’re asked to be accountable for history.

Time, as we treat it, is not declarative, certainly not as a meaningful observation of nature. Our round blood cells gather oxygen unique to this spherical planet, orbiting a ball of fire.

It’s the ring, the circle, and our shared spherical history that formed the Collar. the Cuff. the Chain.

“History doesn’t repeat itself, but it often rhymes.”

Beneath the soaring prose of the Declaration of Independence, you’ll find this elusive rhythm: Freedom for me-but not for Thee.

In 1776, the United States declared its independence from a brutal empire described as tyrannical while simultaneously thrusting this continent and its indigenous, stolen, and complicitous inhabitants into its own vicious cycle of crimes against humanity. 250 Degrees later the United States has made no just repair.

King mused that “The arc of the moral universe is long, but it bends toward justice”. But what of the Immoral Arc? Does it not bend as all arcs do, toward their natural origins, eventually coming 360 Degrees full circle and repeating itself?

King and others must have known that the universe is neutral. Why risk life and limb fighting for justice if the universe was already bending toward it?

I believe there is an arc that bends toward justice, but we have to do the bending. Only intentionality and force-of-will can take Black and Brown people out of the immoral spiral destined to bring us back, 360 Degrees, to the Ring, the Collar, the Cuff, and the Chain.

I am proud of the work CARE does and prouder of our supporters and partners who lean in and push with us toward a brighter future for Black and Brown communities, thereby putting this nation on a new and brighter path.

What every you do this Juneteenth and beyond, please actively seek equity.
