Sociologist Ray Oldenburg coined the term “third place” three decades ago, to describe the place people go that is neither home nor work. Many people think of their third place as their local cafe or bar. Others think of their gym or barber shop or church. Many think of libraries. More than a place to get books, libraries are one of the few public, indoor spaces that remain where anyone can come in and stay as long as they like without being expected to buy anything.
The way libraries serve their communities may have changed since COVID-19 struck, but that they still do serve, in ways nearly too numerous to count, is unquestionable. In this flash ebook, we’ve compiled some of Next City’s reporting on the myriad roles that libraries play in their communities.
Some stories reflect the ways in which these institutions have rapidly pivoted in the face of a pandemic to help residents access library services even while branches are physically closed. Other stories may seem a bit dated now (Musical instruments for rent at a library? In the months leading up to a global pandemic?), but serve as inspiration for what these civic institutions can ultimately be. Yet other stories are more timeless, showing how, again, libraries fill the gap as social service hubs — a vital role that can’t be replaced by a coworking space or corporate bookstore chain. We hope these stories inform, educate and inspire.

Threshold for activation is determined by resourcing the National Weather Service projections, for Camp Mabry Location. If you go to NWS, and put in 78703 zip, it will take you to that page.
7-Day Forecast 30.27N 97.74W (weather.gov)
This is what has been used the last 2 years, and was agreed upon as the sourcing by multiple departments. APH remains the Department that will Activate CWS with the National Weather Service Forecast. We know there are many different weather forecast that folks see, this is what we use for CWS.
We activate if forecast says:
32 degrees or colder overnight
35 degrees, with rain/wet
35 degrees, with wind chill of 32 or colder
This years set up:
People will gather at One Texas Center (OTC), same as last year, the DACC offices (sample flyer attached)
Gathering/Registration time is 6:00 – 8:00 PM.
Activation happens by around 9:00 a.m. of the day the forecast calls for it to be activated.
Cap Metro not requiring any fee/ticket for anyone that tells driver they are going to CWS on activation nights.
Email is sent out on ctosh and to other organizations involved in outreach and info to unsheltered individuals.
Text sent out by HSEM alerting anyone on that text system of activation (more to come on this).
ICEE Hotline updated to indicate activation (flyer attached)
Recreation Centers being used, as in the past, as the Shelter locations
Cap Metro will transport individuals from OTC to a Rec Center
Dinner and food will be provided
Individuals will then be transported to downtown as they exit CWS Rec Centers by Cap Metro buses.
Other:
Pets are allowed, if they are not aggressive, able to be around others, have a leash, and can sleep with owner.
If a pet needs a crate for the evening, at the Rec Center, please let staff know at OTC when registering.
People can bring their belongings, as long as they can transport them to OTC and on to a Cap Metro Bus.
Women/Couple will be able to be at the same Rec Center, but in a separate area, as capacity allows. If needed, we will open up a women only Rec Center.
Masks will be required at OTC, as we do not have enough space to separate folks enough.
This weekend/Christmas:
We can see now that we will likely have CWS activated starting Thursday December 21. And likely going each night through Sunday night, Christmas Day, unless something changes in the forecast. We are planning and ready for this, and additional information will be sent as we solidify plans. This will include information on where folks can go during the day time Friday and Saturday, as the temps stay very cold during those days (as it is forecasted right now).
I didn’t want this to be too long, so stopping here. Many of you are doing the important outreach work, and giving information to the folks in camps and other areas, so wanted to get this to you. Feel free to email me separately if you have specific questions.

Before you plug one in, know this: Heating is the second leading cause of house fires behind cooking, according to the National Safety Council. In most cases, those fires involve space heaters. Though small, they require significant wattage and produce enough heat to require precaution when using.
The Electrical Safety Foundation International says space heaters can overheat a power strip, as well as an extension cord, and potentially cause a fire. Space heaters demand much more current flow than other appliances. Power strips and extension cords are not equipped to handle this extra current flow.

About FFH
Foundation for the Homeless (FFH) is a community leader empowering Central Texans to fight hunger, homelessness and poverty. The mission of FFH is to mobilize faith-based and community resources in a spirit of compassion to restore hope and alleviate homelessness. FFH offers a range of services to low and no-income individuals and families experiencing or at risk of homelessness with the main goal of attaining housing stability and reaching self-sufficiency.
FFH achieves it mission through three major programs: 1) The Family Rehousing Initiative (FRI); (2) Family Stability in Housing, and (3) Feed My People.
The Family Rehousing Initiative Program is a shelter and rapid rehousing program for families with children experiencing homelessness. The primary purpose of FRI is to ensure that families who are experiencing or at risk for homelessness have access to housing-focused shelter, case management, direct financial and rapid rehousing assistance. Currently, FFH’s shelter program consists of several “static” shelter housing facilities. Recognizing that experiencing homelessness is traumatic and detrimental to both parents and children, FFH strives to enable families to transition from homelessness, to shelter, to permanent housing as quickly as possible. FFH Provides housing- focused shelter services for families which include comprehensive case management, rehousing-related financial assistance, and connection to community resources as needs are identified.
FFH partners with families on their path from housing crisis to housing stability. FFH recognizes that every family has a unique situation and experience that has led them to seek services. Case managers assess every family in multiple areas including housing history, employment, financial assets and debt, medical and mental health, and criminal background. Using a strength-based approach, case managers work with the client to identify their strengths, remove housing barriers, and work collaboratively with the client to develop an individualized case plan to move families to permanent housing, rapidly. These Housing Stability Plans outline goals and list objectives with the overall target of obtaining and maintaining permanent housing. Once a family is in housing, case managers continue to work with the family for up to six months, in order to provide supportive services and ensure the family is housing-stable and prepared to maintain on their own.

The Feed My People (FMP) Program is held at First United Methodist Church's Family Life Center in Austin (13th/Lavaca) and is a collaboration of 11 religious congregations in the Austin community that provide the facilities, volunteers, and donations necessary to serve 300-400 guests a hot breakfast each Tuesday and Thursday morning. In addition to breakfast, the FMP Program also provides services including showers, haircuts, hygiene articles, clothing, eyeglass referrals,
& Capital Metro Mobility Impaired Passes.
During the COVID 19 pandemic, we are not having a seated breakfast for Feed My People, but handing out "breakfast to go" in a bag.
