WANTED | MACON WOMAN INDICTED ON HUMAN TRAFFICKING, RICO CHARGES INVOLVING 17-YEAR-OLD

📍Georgia

Law enforcement across the state are searching for a Macon woman accused of participating in a multi-cuonty human trafficking operation involving a 17-year-old girl who had been reported missing.

Kathleen Angel Lowery, 48, is wanted on an active arrest warrant after a Bibb County grand jury indicted her today on one count of violating Georgia’s Racketeer Influenced and Corrupt Organizations Act and three counts of trafficking a person for s*xual servitude.

Lowery was indicted alongside Jimmy Lavont Mance, 40, of Thomson, and Shawanna Brown Mance, 47, of Augusta.

The charges are part of a larger investigation that resulted in eight people being indicted across Bibb, McDuffie and Richmond counties.

Georgia Attorney General Chris Carr said the defendants are accused of conspiring to traffic the teenager across the state.

Investigators said the victim had previously been reported missing before law enforcement recovered her in December 2025.

The indictments allege members of the criminal enterprise took s*xually explicit photographs of the teenager, advertised her online, transported her for commercial s*x and made money from her exploitation.

Authorities believe the case is affiliated with the Gangster Disciples street gang. Several defendants also face gang-related charges.

The case was investigated by the Georgia Bureau of Investigation’s Thomson Regional Investigative Office and the attorney general’s Human Trafficking and Gang Prosecution units.

Several local, state and federal agencies assisted, including the Bibb County Sheriff's Office, Richmond County Sheriff's Office - Georgia, Columbia County Sheriff's Office - Appling, GA, McDuffie, Lincoln and Paulding County Sheriff’s Office along with the Thomson Police Department and United States Marshals Service.

Anyone with information about Lowery’s whereabouts is asked to call 911. Authorities cautioned the public against approaching her.
