We applaud the Senate Armed Services Committee’s inclusion of a records preservation program for Afghan allies in the National Defense Authorization Act for FY2027.

This provision, led by U.S. Senator Mike Rounds (R-SD), would require the Department of Defense to establish a secure online portal to house Afghan allies’ service records and documentation. This provision passed by bipartisan vote in committee.

Our allies served shoulder to shoulder as interpreters, guides, experts, and combat partners alongside U.S. forces for over a decade. This provision would protect against the destruction of service records and other eligible documentation for our allies still in Taliban-controlled Afghanistan.

This is an opportunity for the U.S. to support our wartime allies and work towards keeping our promise to those who sacrificed for our country. We call on Congress to retain this key program supporting our wartime allies in the final FY27 NDAA.

A federal court ruled this month that U.S. Citizenship and Immigration Services (USCIS) cannot freeze immigration applications based on someone's nationality alone.

That's a win, but it does not lift the travel ban on allies outside the United States.

Afghan and Iraqi allies still face the same visa issuance and entry restrictions that have been in place since January 2026. While individuals applying for pathways to the U.S. may receive communications that USCIS is processing their case, they will not be issued a visa.

Does this mean you might receive a visa now?

Unfortunately, for almost all our allies waiting abroad, the answer is still no. This update does not mean that you will receive a visa. Please be sure to respond to all inquiries and requests from the US Government in order to ensure that your case remains in "active" status.

Should I attend my interview?

Individuals who are subject to a visa denial under Section 212(f) may need to submit a new visa application if the travel restrictions are later rescinded. For that reason, some applicants may decide to delay their interview rather than proceed while the restrictions remain in effect.

The decision to attend or postpone an interview depends on each applicant's circumstances.

Because immigration matters can be complex, applicants may wish to consult with a qualified immigration attorney before making a final decision.

A visa refusal based solely on Section 212(f) generally does not invalidate the underlying approved petition or eligibility determination, such as Chief of Mission (COM) approval, an approved Form I-130, or an approved Form I-730.

Applicants who choose to postpone their interview should take appropriate steps to ensure their case is not considered abandoned or inactive

Shaheen Secures Key National Security and New Hampshire Wins in Annual Defense Bill | U.S. Senator Jeanne Shaheen of New Hampshire 06/16/2026

🏛️ Senator Jeanne Shaheen secured a critical step forward for the Afghan allies at Camp As Sayliyah (CAS).

She successfully included a provision blocking the transfer of Afghans evacuated to CAS back to Afghanistan or to a third country unless Congress is briefed first. This provision was passed by a bipartisan vote in the Senate Armed Services Committee as part of the FY2027 National Defense Authorization Act (NDAA).

More than 1,000 people remain stranded at CAS, among them family members of U.S. servicemembers and veterans. This language supports safe, lasting paths forward for these partners who were evacuated by the United States government. Congressional leadership like this keeps the door open for our wartime allies by preventing repatriation to a country they risked everything to leave.

Happy 251st Birthday to the U.S. Army!

The Army was built on the principle that you don't leave your people behind. Every veteran values those that fought alongside them.

For over two decades, American Soldiers didn't fight alone. Their Afghan and Iraqi allies stood with them, shoulder to shoulder, and many are still waiting for America to stand with them.

We spent Tuesday and Wednesday this week at the Refugee Council USA Advocacy Days Organizational Fair on Capitol Hill, tabling, meeting with congressional offices, and making the case for our wartime allies alongside resettlement partners.

One of those partners was Parwin. She lived in the NOLB lodging in Pakistan in the final stages of SIV processing before arriving in the United States in 2024. Two years later, she was at the Capitol lobbying the Nebraska delegation to reopen the SIV and USRAP programs for the allies still waiting behind her.

We are also proud to have worked alongside advocates like Susan, a private sponsor group leader who has welcomed five families, including two Afghan SIV families through No One Left Behind’s emergency flights program, and showed up ready to share her story and the impact Americans are making as welcomers.

Throughout the event, we brought an important message: Congress needs to resume the Afghan SIV program and bring our wartime allies to safety.

Today, June 11, Congressman Don Bacon and Rep. Jason Crow led 81 bipartisan U.S. Representatives in calling on the Administration to provide “secure, stable, and cost‑effective pathways that uphold U.S. national security interests and honor our commitments” for Afghan evacuees at Camp As Sayliyah (CAS).

More than 1,000 Afghan evacuees are currently at CAS, a U.S. facility and former military base in Qatar, all of whom were moved there by the U.S. government with the intention of swift and safe resettlement. These evacuees include the family members of U.S. servicemembers and veterans.

This letter reflects the continued bipartisan commitment to completing that resettlement through lasting resettlement in the United States and safe third countries.

Last month at SOF Week in Tampa, our Executive Director Andrew Sullivan joined board members Greg Fairbank, Doug Livermore, and Mariah Smith for conversations that matter to the work we do every day.
