The Office of Defense Services congratulates our very own Tanya Whittle, Ph.D., for her outstanding work in facilitating the University of Delaware’s Inside-Out Prison Exchange Program, an initiative aimed at bringing hope, opportunity, and access to higher education to people incarcerated in Delaware.
Dr. Whittle, who now serves in ODS’s post-disposition unit, used her instructor role to break down barriers and create a transformative learning experience where incarcerated students can earn college credits, broaden their perspectives, and participate in meaningful, academic discussions surrounding public policy, law, drug treatment, harm reduction, current events, socio-economic and racial inequities, and other relevant topics.
With more than 90% of incarcerated individuals inevitably being released from prison after serving their sentence, programs like Inside-Out are essential in shaping more successful reentry outcomes.
By promoting personal and academic development and fostering meaningful, second-chance opportunities, Dr. Whittle’s compassionate work reflects ODS’s holistic, client-center approach, recognizing that our clients are far more than just the sum of their worst mistakes.
Join us in congratulating Dr. Whittle on the well-earned recognition of her critical work and leadership.

At La Vista Correctional Facility, CSU Pueblo students and incarcerated students sit side by side in the same classroom — no phones, no distractions, just three hours of shared learning. Through Inside-Out courses, creative writing programs, and student-centered support, Colorado State University Pueblo and its partners are expanding educational access by bringing college-level learning into correctional facilities.
“This program offers a uniquely inspired path toward a transformed life. It provides a platform rooted in a common pursuit of knowledge, which culminates in our ability to begin adding value to a community we once took away from.” - Kaile Stevens, Inside-Out student

Natasha Miller has been involved with The Inside-Out Program since 2024. Natasha shared that, “being a coach allows [her] to turn [her] past into something purposeful by helping others grow, connect, and see beyond differences.”
She currently works as a Community Health Worker (CHW) at Jefferson Health and is pursuing a continuing education program through Lincoln University. She volunteers twice a month with a group that provides food to the unhoused members of her community. Natasha hails from New York, but she now calls Philadelphia her home.
Above all else, she “values growth, connection, and expression,” and engages with those values in her free time through poetry, music, and remaining active. She hopes to one day become a girls’ basketball coach or start her own basketball camp to offer positive support to young people on and off the court.

Daniel has been involved with The Inside-Out Program since 2020. In addition to his work as a coach for Inside-Out, Daniel is currently pursuing his PhD at the University of Louisville. His research utilizes community-based participation and focuses on improving outcomes and reentry approaches for individuals impacted by the criminal legal system.
One of the many reasons Daniel decided to remain involved as a coach is his desire “to contribute to a model of education that [he] believes can change lives, not only for students inside, but for everyone involved.”
Originally from Anchorage, Alaska, Daniel now calls Indianapolis, Indiana home, where he enjoys spending time with his family, managing their small urban homestead.
