Mabirizi challenges URA's decision requiring land buyers to have TIN
Lawyer Male Mabirizi has petitioned the High Court in Kampala seeking to quash the directive by the Uganda Revenue Authority-URA, requiring buyers and sellers of land worth 10 Million Shillings or more to have a tax identification number (TIN). According to URA, the requirement is aimed at registering all the potential taxpayers and widening the current tax base.

Inadequate staff hindering revenue collection in Gulu city.
The inadequate number of town agents is hindering the local revenue collection in Pece-Laroo division in Gulu city. The division has six agents instead of the required 19. According to the division’s revenue performance report for the first quarter of the 2021/2022 financial year, only 384.7 million shillings was collected between July and September this year out of the estimated 2.62 billion shillings.

Gulu city authorities, vendors disagree over reopening of Cereleno market
Pece-Laroo division authorities in Gulu city have okayed the reopening of Cereleno market amidst protests from city vendors. Cereleno market situated along the Gulu-Kampala highway is one of Gulu's largest markets with a population of over 3,000 vendors. However last year, it was closed down by the landowners following a directive by the court.

Rakai considers altering stalled bulk water project for fishing.
A multi-purpose water supply project has been lying idle for ten years since it was commissioned in Kiyumbakimu village, Kagamba sub county. The 7 billion Shillings project measuring over one kilometre long and about 200 meters wide was meant to provide sufficient water for domestic use, irrigation, cattle and other purposes in various villages, parishes and Kagamba, Lwamaggwa and Ddwaniro sub-counties.

Uganda records positive balance of trade, as gold receipts hurt.

Uganda’s export and import trade sector recorded declines in both volumes and value in the last six months of the year ending October 2021, as economic activity slowed down compared to the previous six months. Uganda had previously recorded a deficit in trade in both merchandise and services, and this narrowed by 34 per cent over the period as import expenditure fell more sharply than the export earnings, though both registered declines.

Fort Portal resident hacks two year old girl to death.
The police in Fort Portal have arrested a 36 year-old man for allegedly killing a two-year-old girl and injuring two others. According to the Rwenzori West Police Spokesperson Vincent Twesige, David Kachope, a resident of Kidukuru cell, Karambi ward in Fort Portal allegedly hacked Angel Fautsine to death on Tuesday night. He adds that Kachope then cut the deceased’s sister Irene Namara, 10 years and Elijah Nsereko, aged 1 year.

FPU distributes 1000kgs of impounded fish to prisons, army.
The Uganda Peoples Defence Forces Fisheries Protection Unit-FPU, has distributed 1000 kilograms of impounded immature fish to Uganda Prisons Services, police and the army in Hoima. The immature fish was impounded from various landing sites on Lake Albert in the Bunyoro sub-region where the Fisheries Protection Unit-FPU has been conducting operations against illegal fishing gear since August.

Police collects UGX470M in Christmas traffic fines.
At least Shillings 474 million was collected through traffic fines during Christmas according to statistics compiled by the Directorate of Traffic and Road Safety. In total, 5,720 cars and motorcycles were impounded and owners had to pay the penalties before getting them back. Assistant Superintendent of Police-ASP Faridah Nampiima, the traffic police spokesperson, explains that 644 drivers were fined for driving recklessly on roads and this attracts a penalty of Shillings 200,000.

58 dead, 190 injured in Christmas accidents.
At least 58 people lost lives in accidents recorded during the Christmas holiday, according to records released by the Traffic and Road Safety Directorate. Altogether, 248 people were involved in accidents recorded between December 23 and boxing day, December 26. Traffic and Road Safety Directorate Spokesperson Faridah Nampiima said that motorcycles killed the biggest number of people with 17 motorcyclists and 12 of their passengers dying in the three days

IGG asked to investigate PPDA boss Turamye over blocked Shs17b probe into NWSC procurement deal.

A section of workers at National Water and Sewerage Corporation have asked the Inspector General of Government Beti Kamya to revisit investigations into a stalled probe into purchase of prepaid meters that developed functionality problems.
The whistleblowers want the IGG to probe the Executive Director Public Procurement and Disposal of assets Authority (PPDA), Canon Benson Turamye and his counterpart at National Water and sewerage corporation (NWSC)claiming the two were allegedly involved in blocking an investigation into a dubious procurement deal where NWSC procured water prepaid meters with functionality issues at a cost of Shs17 billion.

It is alleged that PPDA Turamye ignored the investigations into the Shs17 billion NWSC procurement deal and instead Turamye exploited how he could benefit from the dubious procurement deal.

According to the whistleblower’s report submitted to IGG last year, the deal would now have NWSC Boss Dr. Silver Mugisha promote Turamye’s wife so that on the other hand the PPDA boss Turamye could kill the investigation into the messy procurement deal.

Ruth Kembabazi, Turamye’s wife had been recruited by NWSC as a senior Internal Auditor on August 6, 2018 at a salary scale of 3.1. However, in a surprise move that shocked senior staff at NWSC, Mugisha abruptly promoted Kembabazi to Senior Compliance Officer on September 2, 2020, earning her a salary scale of 3.10, which is almost the salary scale of principal officers at NWSC.

Whistleblowers say Mugisha ignored to promote staff who had worked for five years at that public company, well knowing that Kembabazi’s promotion would save him from PPDA investigation as agreed with Turamye.

The whistleblowers allege that it is this stalled investigations that led to the fallout between former NWSC board chairman Eng Christopher Ebal.

The jilted staff at NWSC still wonder what special qualifications, skills and experience Kembabazi possessed to attain to be promoted in a period of just two years at NWSC.

On the other hand, the rest of PPDA investigators have never forgiven Turamye for aborting the investigation of the Shs17 billion dubious procurement and are calling for a hammer to fall on his head. Turamye is accused in many several other dealings

Mr Turamye has worked at PDDA for more than 10 years before he was appointed by the board to the position of CEO. However, the latest allegations on him involving NWSC could drag NWSC into mad given that Eng. Mugisha and his predecessor have worked hard to turn around the corporation.

Since this matter has been thrown into public domain, i prefer to relay facts, first:
(1) NWSC procured prepaid meters for Government institutions about 8yrs ago.
(2) The meters (and systems) developed functionality challenges within 2yrs of operation, which was unusual.
(3) NWSC took administrative measures with the supplier to mitigate any financial loss to the corporation. This involved withholding equivalent payments to the supplier and cashing performance security
(4) About 3yrs ago, PPDA carried out a comprehensive performance audit on the matter, in accordance with the law. PPDA report returned a raft of measures and recommendations that NWSC management and Board, have since acted on fully.
(5) NWSC is currently developing its own prepaid meter technology, based on experiences we have had with prepaid meters.
(6) Similar allegations were brought to the floor of 10th Parliament. We give our correct side of the story and it was understood.
