African Regional Intellectual Property Organization - ARIPO
It is with a heavy heart that the African Regional Intellectual Property Organization (ARIPO) governing bodies (Administrative Council and Council of Ministers) and the Secretariat received the sad news of the untimely departure of Justice Jeremiah Herbert Ntabgoba who passed away on 12th April 2020.
Justice Ntabgoba was born on 21st July 1939 in Bunagana, Uganda. He is one of the founding fathers of ARIPO, having been among the officials who were accredited by their respective governments in the negotiations that resulted in the signing of the Lusaka agreement for the establishment of ARIPO on December 9th, 1976.
Justice Ntabgoba was the Registrar General, Administrator General, Public Trustee, and Official Receiver of the Government of Uganda between 1973 and 1978. He was a Judge of the High Court of Uganda from 1978 to 1981 and served as the first Director General of ARIPO from 1981 to 1988.
He served ARIPO and its Member States with extraordinary insight, compassion, and selflessness, qualities which enabled him to lay a firm foundation for the growth and development of the Organization. His outstanding contributions during the formative years of the Organization led to the progressive development of the ARIPO and Intellectual Property within the Member States of ARIPO and Africa at large. Indeed, during his term, he contributed to the drafting of model laws on intellectual property for English-speaking African Countries, took part in the preparation of the Lusaka Agreement, facilitated the adoption of the Protocol on Patents and Industrial Designs (Harare Protocol) and established organs that provided the right policies for the Organization.
It is noteworthy that, during Justice Ntabgoba’s tenure of Office as Director General, ARIPO membership remarkably grew from 7 to 14 Member States. In his congratulatory message at the 40th anniversary of ARIPO, he recalled with great satisfaction that when he was conducting membership drive missions in Africa, “no country he visited ever turned down his proposal”!
Ntabgoba is the author of a book titled ‘In Search of Relevant Technology for Africa’ (1985) and several articles on intellectual property, including ‘Contributions of English Speaking Africa Regional Intellectual Property Organization (ESARIPO) to the Development of Industrial Property Laws in SADC Group Countries’ (1986). Upon retirement, he spent some time at the offices of Kampala Associated Advocates, where he advised on Intellectual Property and other legal issues.
In recognition of Justice Ntabgoba’s immense contribution to the development and protection of Intellectual Property, ARIPO honoured him as the first Director General by naming the conference room of the ARIPO Regional Training Centre as the Jeremiah Herbert Ntabgoba Conference Room.
Justice Ntabgoba will be truly missed not only by his family but also by the ARIPO Secretariat and the IP fraternity in Africa. Let’s honour him by keeping his legacy in our endeavor to make ARIPO an IP hub for Africa!
