To report abuse, a woman must appear in court — fully covered, accompanied by her husband. The same man who beat her.

Signed by Supreme Leader Hibatullah Akhundzada on January 7, 2026, the 90-page code replaces Afghanistan's 2009 law on the Elimination of Violence Against Women.

Under Article 32, a husband can physically punish his wife and children. It only becomes a crime if it causes broken bones or open wounds. Maximum sentence — even for severe injury — is 15 days.

To report abuse, a woman must appear in court fully covered, show her injuries to a judge, and be accompanied by a male guardian. Often the same man who beat her.

A wife who visits her parents without permission faces three months in prison. Family who shelter her get the same sentence.

Harming an animal carries a harsher penalty than beating a wife. Even discussing the code inside Afghanistan has been made an offence.

The UN Special Rapporteur called the law "simply terrifying."

Sacked Finance Minister Arrested in Nimule During Alleged Escape Attempt

The Former Finance Minister Bak Barnaba Chol has reportedly been arrested in Nimule while allegedly attempting to flee the country, just three days after being removed from his position at the Ministry of Finance.

Sources familiar with the incident say Dr Bak was intercepted near the South Sudan–Uganda border as he allegedly tried to cross into the Ugandan side on a boda boda motorcycle. Authorities reportedly recognised him along the way and ordered him to stop.

According to witnesses, the former minister attempted to run but fell from the motorcycle during the commotion, resulting in a broken leg.

It remains unclear why Dr Bak allegedly tried to escape. However, speculation suggests the move may be linked to ongoing government arrests targeting senior officials accused of corruption.

Officials have yet to release an official statement regarding the circumstances surrounding the arrest.
