President Jaffer Mohammed Nimeri abolished Regional government and created three Regions, James Joseph Tambura reduced to Governor of Equatoria Region. Nimeri was removed from power in 1985.
Transitional Military Council led by Suwar el Dahab revived HEC and appointed James Loro as its President in 1985.
The then Governor of Equatoria Region Peter Cirillo refused the new HEC government to step foot in Juba otherwise he would chop off their heads. The HEC leadership ended in Khartoum. Three regions were retained after Sadiq came to power in 1986.

Russia told the U.N. Security Council that South Sudan’s government requires “substantive assistance, not criticism,” as Western powers warned that the country’s fragile peace process risks unraveling.

OPEN LETTER: PIGI COUNTY DESERVES ACCESS, NOT DISTANCE

Sunday, 19/04/2026. The founding vision of the Sudan People's Liberation Movement (SPLM) is clear: take towns to the people, not people to towns. This principle is meant to guarantee equitable access to services, reduce rural-urban migration, and ensure that no community is left behind. Yet today, the people of Pigi County face a reality that stands in direct contradiction to this vision.
Administratively, Pigi County falls under Jonglei State, with its capital in Bor. In practice, however, this arrangement has become a barrier rather than a bridge to service delivery. Traveling to Bor can take up to four days by river or at least two days by land journeys made even more difficult by the absence of reliable road infrastructure.
This is not simply an inconvenience. It is a structural obstacle that limits access to healthcare, education, security, and administrative services. It effectively places citizens at a distance from their own government. At the same time, Malakal in Upper Nile State is geographically closer and far more accessible. As a result, many residents of Pigi County already rely on Malakal for essential services.
This is not a political preference it is a practical reality shaped by geography and necessity. The question, therefore, is not about redrawing boundaries for its own sake. It is about aligning governance with the lived realities of the people. South Sudan has already demonstrated that administrative restructuring is possible. The restoration of the ten states and three administrative areas showed that when national interest and effective governance demand it, decisive action can be taken.
Pigi County presents such a case.
We call on the national leadership to consider administrative realignment based on accessibility and service delivery efficiency. Alternatively, immediate steps must be taken to decentralize services directly to Pigi County so that citizens can access government without enduring extreme hardship.
Ignoring these concerns risks deepening marginalization and weakening trust in public institutions. Responding to them, however, would reaffirm a commitment to fairness, unity, and people centred governance. This is not a call for division. It is a call for dignity. The people of Pigi County are not asking for privilege they are asking for access.
And access is not a favor. It is a right.

The sight of rotting waste in the middle of our streets and around our beloved markets like Konyo Konyo and Custom has become a silent emergency. As we navigate the challenges of April 2026, including the ongoing cholera outbreak and heavy seasonal rains, we must understand that every bag of trash dumped unnecessarily is a direct threat to our lives.
THE INVISIBLE THREAT TO OUR FOOD
When waste piles sit in the heart of our markets, they create a direct path for disease to enter our homes. Flies and rodents move constantly between these piles and the fresh food stalls, carrying the Vibrio cholerae bacteria directly onto the bread, vegetables, and meat we buy for our families. In the intense heat of Juba, these pathogens multiply rapidly, turning a simple trip to the market into a dangerous gamble with Cholera and Typhoid.
THE POISON IN OUR AIR AND WATER
Many residents try to solve the waste problem by burning it, but this creates a new, invisible danger. Burning plastics releases "Black Carbon" and toxic chemicals into the humid Juba air. This smoke lingers at eye level, contributing to the sharp rise in Asthma and Pneumonia cases seen in local clinics this month. Furthermore, when the rains come, the toxic runoff from these heaps washes into our "Nyal" (drains), blocking them and creating stagnant pools. These are not just messy, they are the primary breeding grounds for the mosquitoes keeping Malaria rates high in neighborhoods like Munuki and Gudele.
THE CHOICE IS OURS
We can no longer wait for someone else to clean our doorsteps. Protecting Juba means stopping the cycle of dumping immediately. We must support the youth groups in Atlabara and Tongping who are leading the way in plastic recycling, and we must hold our local vendors accountable for their waste management. When we keep our markets clean, we keep our families safe.
Let us restore the dignity of Juba. Let us stop the dumping and start the healing.
