We spent the last two days at Jable Castle with 32 representatives from 14 consortium members 🤝 where we were mapping out the best possible path forward.

The whole purpose is to ensure the EUTI can truly, and in the best way, fulfill its mission: equipping civilian experts with the skills to navigate complex operational environments and strengthening the EU’s role as a proactive global peace and security actor 🇪🇺

We spent our time pooling the collective expertise in the room, sharing knowledge across some of Europe’s top training institutions.

👉 We analyzed the specific training needs currently seen on the ground, what trainings we can offer them, and how EUTI can more effectively answer the needs of civilian missions. We also explored the diverse ways we can use AI for training purposes and how the training sector can keep up with all the benefits new technologies are bringing.

Overall, we agreed that training should not be perceived as a "candy" offered to people on missions, but as a vital necessity that directly contributes to the success of those missions.

It was a fruitful experience to have the EUTI consortium representatives in one room tackling these common challenges together ✨

We are walking away with a clear set of ideas that we’ll be implementing throughout the next months of the project.

Productive days for the EUTI Secretariat!

Nina Čepon, EUTI Strategic Lead, and Urban Jakša, EUTI Project Coordinator, are wrapping up their work visit to Brussels, where they represented the EUTI consortium at the Executive Academic Board (EAB) meeting.

Key highlights from the sessions:

✅ Nina and Urban collaborated with partners to update the HEAT curriculum with new modules reflecting modern mission realities like drones and doxing.
✅ They shared an overview of EUTI’s past achievements and future plans with our European partners.
✅ Working groups focused on refining training for Project Management and mission orientation.
✅ New training initiatives under the auspices of the ESDC were introduced, focusing on psychological support and medical care in the field.
✅ The EAB confirmed several pilot trainings, such as Environmental Management and AI Leadership. Additionally, three new members were welcomed into the ESDC, including Democritus University.
✅ A meeting with DG DEFIS explored the training needs of the EU's space and defense sectors, including programs like Copernicus and Galileo.

Urban from also met with representatives of the European Commission to present key milestones and project updates of EUTI. The discussion emphasized EUTI’s role in innovation, the ability to test new tools as a smaller consortium, and sustainability, ensuring the transfer of knowledge and best practices to the ESDC.

Why is the Human Rights-Based Approach (HRBA) at the heart of our upcoming training? 🌍

It’s about moving from "what" we should do to "how" we do it on the ground - from human rights-related policy to its practical implementation within the mandates of the CSDP civilian missions. 🕊️

The HRBA applies to all EU external actions, across all sectors and countries. By applying the HRBA, interventions can achieve more relevant, equitable, and sustainable results. 📈

HRBA is a methodological tool that informs every stage of a program - design, implementation, monitoring, and evaluation.

Over the past decade, substantial progress has been made in mainstreaming human rights, not only in the areas related to development cooperation, but also disaster management, humanitarian assistance and crisis response.

By applying the six core principles of HRBA, we ensure that our missions not only achieve their mandates but do so in a way that empowers rights-holders and strengthens the accountability of duty-bearers. 🤝

The conceptual roots lie in the 2003 UN Common Understanding on HRBA, which established a shared definition and consensus for the entire UN system.

Strategic guidelines are only as effective as the experts who implement them💡

✨ We are excited to announce the next EUTI training: Mainstreaming human rights into civilian CSDP crisis management missions’ internal and external activities: using Human Rights-Based Approach (HRBA).

❗ Call for applications is now open.

Organized by Scuola Superiore Sant'Anna under the auspices of EUTI, this Training of Trainers (ToT) aims to build in-mission capacities for human rights mainstreaming. It will enhance the ability of missions to adapt to changing requirements and strengthen their capability to deliver high-quality training in HRBA and human rights mainstreaming.

Participants will develop the didactic and methodological skills to deliver impactful sessions for their colleagues, ensuring a HRBA is integrated into all aspects of CSDP missions—from situational analysis to monitoring and evaluation.

Today, we are pleased to introduce ZIF – the Center for International Peace Operations, Germany’s one-stop institution for peace operations, crisis management and election observation.

Founded in 2002, ZIF combines training, the secondment of civilian experts, and political analysis under one roof - supporting international efforts in crisis prevention, conflict resolution and peacebuilding. 🌍🎓

Within the EUTI project, ZIF continues its long-standing commitment to strengthening civilian CSDP and peace operations.

Its contribution focuses on advancing standardisation and fostering innovation across Europe’s civilian crisis management training landscape. 🤝💡

Today, we are delighted to introduce the Sant’Anna School of Advanced Studies Scuola Superiore Sant'Anna, a public university institute in Pisa specialising in applied sciences, international research, and advanced training. 🎓
For nearly 30 years, its International Training Program for Conflict Management (ITPCM) has delivered more than 400 courses worldwide, training over 8,000 professionals in human rights, conflict management, and crisis response. 🌍

Within the EUTI project, Sant’Anna School contributes by:
• Organising specialised pre-mission and in-mission training (online, hybrid, and in person)
• Carrying out research to support civilian crisis management and peace support missions
• Chairing the Working Group on Standardisation, Methodology and Certification 💡🤝

Sant’Anna School has a long-standing commitment to cooperation among European training institutions, having participated in several key initiatives over the past decades. Its involvement in EUTI continues this effort to strengthen shared standards, harmonisation, and high-quality training for civilian missions.

Today, we are pleased to introduce the Romanian Police Poliția Română, the specialised institution of the Ministry of Internal Affairs responsible for safeguarding fundamental rights and freedoms, protecting public and private property, preventing and detecting crime, and ensuring public order and safety.
As a national public service, its work supports individuals, communities, and state institutions — always grounded in the rule of law. 👮‍♂️⚖️

Every day, the Romanian Police carries out a wide range of duties: combating offences against persons and property, tackling organised crime, maintaining public order nationwide, supervising road traffic, investigating accidents, and collecting and analysing judicial evidence. 🚔

Within the EUTI project, the Romanian Police contributes its operational expertise in law enforcement and crime prevention to help strengthen the skills and preparedness of personnel deployed to international crisis management and peace support missions. This involvement reflects a shared commitment to demand-driven, needs-based training that enhances interoperability, professionalism, and the overall effectiveness of EU missions. 🤝🎓

Today, we are pleased to introduce Jandarmeria Română. The Romanian Gendarmerie is a law enforcement institution with responsibilities established by law in the field of ensuring and restoring public order and safety, protecting fundamental rights and freedoms, and safeguarding public and private property. Through its daily activities, the Romanian Gendarmerie carries out a wide range of missions, including maintaining public order and safety in mountainous areas through preventive patrols, guiding tourists and providing assistance to persons in distress, as well as ensuring the guard and protection of objectives and special transports of weapons, explosive and radioactive substances.

In addition, specially trained officers carry out high-risk missions aimed at countering serious threats to public order, intervening in situations involving violent acts, terrorism-related risks, or major public disturbances. All these missions are supported by a continuous process of professional training and development, ensuring the operational readiness and effectiveness of gendarmes in fulfilling their public order duties. 🇷🇴🛡️

Within EUTI, Jandarmeria Română brings its operational experience and training expertise to strengthen civilian crisis management across Europe. It is actively engaged in all three EUTI working groups: Innovation, Methodology, Standardisation & Certification, and Evaluation, contributing to the development of high-quality, needs-based training for civilian CSDP missions. 🤝🎓

Today, we are pleased to introduce the GNR - Guarda Nacional Republicana, Portugal’s national gendarmerie-type security force with nationwide responsibilities and active engagement in international missions.

GNR helps ensure public order and safety by carrying out a wide range of duties — from crime prevention and investigation to rescue operations, environmental protection, road safety, and coastal and border control. 🚓🌿

As a partner in the EUTI project, GNR contributes its extensive experience through training activities that support the deployment of personnel to civilian CSDP missions. This collaboration strengthens European cooperation and promotes the exchange of knowledge across institutions. 🤝🎓
