The floating 5 MWp PV in Seychelles is under threat....The Seychelles has signed the climate change agreement and we need to be at 15 % renewables by 2030....to do that we will need to have installed 33 MWp of renewables by 2030...we are currently at just 8.5 MWp....We have tried to encourage the Domestic and commercial users to invest in solar PV with a rebate scheme....however because our commercial rate is so much higher than domestic users in order that they subsidize domestic users...PUC has put a limit on Commercial investors to 50 % of their consumption or 98 kwp whichever is smaller....this causes some frustration but with time this will be eliminated once the domestic and commercial rates be ome the same...therefore moving forward if we want to get to our goal by 2030 we need to invest in solar farms ....the problem is that PUC cannot afford to buy electricity at the commercial rate because them it will not have the funds to subsidize domestic users.. so its policy is to allow IPP's.. Independent Power Producers...which means an investor can invest into a farm bigger than 99kwp but sell at a rate lower than what it costs PUC to produce the same electricity at its fuel cost.....this investment means the return is much lower. .if one walks electricity to PUC at its commercial tariff the return on investment would be 33%...at PUC marginal cost the return would be not greater than 12 %....furthermore we do not have enough space available...if we wanted to go solar 109 % of our current use we would need 28 Romainville Islands of space....the floating 6MW p system is in a lagoon with sea water ...floating rafts allows marine live to propagate...there are also no coral reefs in the lagoon and the space being occupied allows movement in the deeper parts of the lagoon...the panels covers the sand banks ...furthermore the investment comes from a joint venture Seychelles/france selling g electricity to PUC at a lower rate then it costs them to produce electricity . The risk is undertaken by the investor not by PUC or the government ...
