Hegarty's Law predicting a 50% seats change in our 2024 NGE

But there is one reason to believe that this election will be tougher. Why? The answer is to do with the relationship between candidate numbers and re-election rates, which was first observed by political scientist David Hegarty in Papua New Guinea in the 1980s. “Hegarty’s Law” (my name for it, not his), states that the more candidates there are in an electorate, the less likely the incumbent is to win. A related way of thinking about this is that, for any given electorate, if candidate numbers increase from the previous election, the odds the incumbent will be re-elected fall.

Militarization is not the answer.

The numerous calls not to militarise the region seem at odds with investing in a defence force. These are sovereign decisions, and there may come a time for the country to establish a defence force, but the current opportunity costs and conflict risks are high. Rather than leaping to create a whole new force, it may be best for all to work with Solomon Islands on the most pressing security challenges and build the capacity of existing local and regional institutions – one step at a time.

Will there be riots today?

Despite documents such as the Boe Declaration, in which Pacific leaders take a human security approach, and significant experience in regional conflict resolution, there is little application of these approaches to places experiencing riots. The report suggests looking beyond riot events as matters for police response only, to matters that the development, peace and security sectors should coalesce around for positive change. This includes addressing grievances and triggers that contribute to riots, networking local initiatives that promote peace (such as crime prevention, youth projects, and community policing) and understanding more about riot processes to prevent them in future.
