Yesterday, Dr. Olivier KAMANA, Permanent Secretary/MINAGRI,
chaired the 2nd Annual Rice Sector Review Meeting (ARSRM) in Kigali, held under the framework of the Second National Rice Development Strategy (NRDS2). Key stakeholders in the rice value chain gathered to discuss progress, challenges, &opportunities for the sector.

During his remarks, the PS reaffirmed the ministry’s commitment to implementing NRDS2, aligned with PSTA5 and NST2, noting that rice production remains vital to Rwanda’s food system, poverty reduction, and improved rural livelihoods.

Dr. Uwituze brings extensive experience in agricultural education, research, and agribusiness leadership. She previously served as Acting Director General at Rwanda Agriculture and Animal Resources Development Board (RAB), has held key board responsibilities, including at RDB, and has led major capacity-building initiatives supported by partners such as the World Bank, USAID, and the EU, contributing to stronger institutions and sector-wide results.

Today at the Kigali Convention Centre, the 21st CAADP Partnership Platform and 16th Africa Day for Food and Nutrition Security (ADFNS) event opens under the theme: “From Malabo to Kampala: Accelerating Just, Resilient Agrifood Systems Transformation for Nutrition and Sustainable Growth.”

During the high-level opening plenary, Hon. Minister of State, Dr. Telesphore NDABAMENYE, emphasized that Africa’s future depends on turning commitments into coordinated action. He urged leaders to sustain the Malabo momentum through the CAADP Kampala Strategy for resilient agrifood systems. He also noted that as we commemorate the 16th Africa Day for Food and Nutrition Security (ADFNS), food security is about producing better, ensuring all Africans, especially children and vulnerable groups, have access to safe, nutritious, and affordable food
