There is a list of mandatory requirements for all fiscal data operators. Thus, OFDs should be equipped with technological means which will process, shape and verify fiscal documents and finally ensure safe storage of fiscal data base.

OFD receives transactional data from the net of cash registers online, OFDs collect the data, handle it and then send this processed information to tax officials. All tax payers who use online cash registers should officially approve and conclude an agreement with OFD for the fiscal data treatment.

One of the most perspective development vector for the OFD industry today is mobile applications and blockchain technologies. 1 OFD presented 2 applications for IOS and Android mobile platforms which provide different types of service for both clients and agents. Big data technologies are also widely used among fiscal data operators. Aggregate figures give new possibilities for analyzing target audience and building and efficient smart targeted ads.

The first reference to OFD dates back to 3 July 2016 when Federal Law No. 290- FZ of 3 July 2016 was adopted. The law obliged businesses to use cash registers of a new type with a feature of online reporting of transactional and fiscal documents. Such a decision caused numerous discussions because Russia was the only G20 country where law was implemented. Nevertheless, some similar decisions were also applied in some eastern European countries, however, small businesses and sole proprietors were exempted from this process.
1 OFD provided technical solutions for an experiment of Russian tax authorities which was conducted in 2014-2015 in Kazakhstan. During the experiment new system of accountability was tested. Consequently, In 2016 1 OFD among the first obtained a license and became an authorized fiscal data operator in Russia and Kazakhstan. Such innovation was aimed at making the market more legitimate, to help business to get rid of bureaucratic burden and most importantly, to strengthen the synergy of tax authorities and entrepreneurs.
