The jury rewarded its presentation, its intelligent use of AI, and the clarity of a product that solves a real problem developers are only just starting to feel.

Every hospital in the EU has until 2029 to comply with the European Health Data Space regulation, and most of them have no pipeline to get there. EHDS-Service built one - an AI-augmented system that takes Romanian hospital discharge reports and converts them into FHIR R4 bundles, resolving medical terminology codes deterministically rather than generating them. A high school team built this. The jury scored it highest on feasibility and market impact, and it's not hard to see why.

Romanian public money data lives across 10+ disconnected government portals. Contracts, tax debt, court files, party donors, state-owned firms - none of it talks to the rest. kilometru-zero.ro fused all of it into a single queryable graph, then built a cross-check engine on top that surfaces named patterns: phoenix rebrands, insolvent companies still winning procurement, donor-procurement loops. The jury recognized it for technical ex*****on, feasibility, and robustness - a tool built for anyone who wants to follow the money.
