HANDING OVER STATEMENT TO THE NEW BOARD OF THE SOUTH SUDAN REVENUE AUTHORITY (SSRA)

Dear colleagues, Hon. Members of the Board of Directors of the South Sudan Revenue Authority.

Good Morning

I extend my sincere congratulations to the newly appointed Board of Directors of the South Sudan Revenue Authority SSRA, under the leadership of Hon. David Deng Athorbei, a veteran politician, distinguished administrator, and seasoned public servant. It is a unique honour for me to have previously served as his successor at the Ministry of Finance, and now to witness him succeed me as chair of the SSRA Board of Directors. I wish you wisdom, unity, and strength as you undertake this important national duty.

I would like to express my deepest gratitude to H. E. Gen. Salva Kiir Mayardit, the President of the Republic for the trust and opportunity granted to me to serve as Chairperson of the Board. It has been an honour to contribute, in my capacity, to the strengthening of this vital institution.

The mandate and responsibilities of the Board are clearly outlined in the SSRA Act, 2016 as amended which remains the guiding framework for ensuring effective oversight, institutional independence, and adherence to the principles of good governance. During my tenure, our efforts were directed toward consolidating integrity, accountability, and transparency within the Authority. While these efforts were necessary, they were not without resistance, as is often the case when reform seeks to challenge entrenched practices.

In recent times, there has been a dispute concerning the unilateral appointment of Commissioners and Deputy Commissioners, by the commissioner general, which the Board objected to on the basis of legality and procedure. Our position was guided strictly by the law and our responsibility to uphold good governance within the institution. It is important to state clearly that there is no connection between these objections and the allegations of financial malpractice that have
been circulated. These are separate matters, and it is vital that they are treated as such to avoid misleading conclusions.

As a country, we must remain steadfast in our commitment to the rule of law. South Sudan cannot prosper if we resort to shortcuts or manipulate our laws in the name of communities, tribes, regions, or personal interest. This nation belongs equally to all South Sudanese, and its institutions must reflect fairness, justice, and accountability.

In this regard, I strongly recommend that the incoming Board undertakes a thorough and independent investigation into both the contested appointments and the allegations raised, and that the findings be made public. Transparency in such matters is essential to maintaining public trust and institutional credibility.

As I hand over this responsibility, I do so with a clear conscience and a deep sense of appreciation for the opportunity to serve. I welcome the transition and remain committed to serving our people and our nation in whatever capacity I may be called upon.

May God bless the South Sudan Revenue Authority and the Republic of South Sudan.

Baliet County is not included in the activities of the World Food Programme (WFP).

The WFP's cessation of operations in Baliet County was due to their transportation of arms to the Jikany Nuer white army for assaults on the area.

The boats were overfilled with the goods for security checks, but there was no looting.

They discovered during security checks that the boats were carrying a large number of bullets rather than food supplies.

In a surprise move, President Salva Kiir Mayardit on Monday evening issued presidential decrees relieving several senior government officials from their positions and appointing new officials to replace them.

2. Angelina Jany Teny, Minister of Interior

3. James Hoth Mai, Minister of Labour

4. Nadia Arop Dudi, Minister of Culture, Museums and National Heritage

5. Rin Tueny Mabor, Governor of Lakes State

6. Deng Joh Angok,Deputy Governor of Upper Nile State

7. Gen. Thoi Chany Reat,

New Appointments:

1. Ezekiel Lol Gatkuoth, Minister of Public Service and Human Resources Development

2. Aleu Ayieny Aleu, Minister of Interior

3. Anthony Lino Makan, Minister of Labour

4. Sarah Nyanath Elijah, Minister of Culture, Museums and National Heritage

5. Madhang Majok Meen, Governor of Lakes State

6. Deng Akuei Kat, Deputy Governor of Upper Nile State

7. Gen. Abraham Keat Bichiok, Director General, General Intelligence Bureau, National Security Service. He was first promoted from the rank of Major General to General in a separate order before appointment.

The decrees take effect immediately.

Petroleum Undersecretary Dr. Chol Deng Thon Abel stole Unity State's student money and threatened to arrest them

The Unity State Students’ Union in Universities and Colleges, South Sudan has formally petitioned the Ministry of Petroleum, Dr. Chol Thon Abel to hold the Community Development (CD) Manager at Sudd Petroleum Operating Company (SPOC) accountable for the alleged mismanagement of scholarships meant for students from Unity State’s oil-producing Block 5A.

In their statement, the students allege that approximately USD 250,000, which was allocated for their tuition fees, was misused and diverted to programs unrelated to student education by the Community Development Department, particularly under the authority of the CD Manager.

According to the students, the CD Manager informed them that SPOC currently has no funds available to settle their tuition fees. The students expressed serious concern, noting that they are expected to sit for examinations and that universities require full payment of tuition fees. They further demanded that the CD Manager issue an official written statement clarifying whether SPOC is facing financial difficulties or bankruptcy and is therefore unable to continue sponsoring students from Block 5A—the oil-producing area whose communities are entitled to these scholarships.

The students emphasized that access to education is a right and called on the Ministry of Petroleum to urgently intervene to protect their academic future and ensure accountability and transparency in the management of scholarship funds.

Reports circulating on social media claiming that Bol Wek Agoth Jr. has been sacked as Chief of Security in the Office of the President and replaced by Chol Michael are false, according to reliable sources.

A source within the Presidency has also dismissed the claims, confirming that Bol Wek Agoth Jr. continues to serve in his position as Chief of Security. The source emphasized that no changes or replacements have been made in the office.

The public is therefore urged to disregard the misleading information and rely on verified sources for accurate updates.
