The speech also detailed plans for using EU funds to modernize railways and public transportation, improve energy infrastructure, support universities and research programs, expand housing projects, and provide assistance to small and medium-sized businesses. He argued that these investments would strengthen Hungary’s competitiveness and improve living standards.

In the second half of the speech, Magyar criticized President Sulyok Tamás, accusing him of failing to fulfill his constitutional role as a guardian of democratic institutions and national unity. He announced that the government would pursue constitutional and legal reforms aimed at restoring public confidence in state institutions.

He accused Sulyok of failing to speak out when political opponents, journalists, judges, civil society organizations, artists, and ordinary citizens were allegedly targeted, intimidated, or stigmatized. He also criticized the president for not responding to restrictions on freedom of assembly, surveillance of opposition figures, attacks on political volunteers, and rhetoric that portrayed critics as enemies of the nation.

The speech also highlighted issues affecting ethnic Hungarian communities outside Hungary. Magyar criticized Sulyok for allegedly remaining silent regarding actions by neighboring governments that he claimed harmed Hungarian minorities, as well as for not objecting to former Prime Minister Viktor Orbán supporting Romanian politician George Simion, whom Magyar described as anti-Hungarian.

Magyar argued that the office of the presidency is more important than any individual officeholder and said the institution’s credibility must be restored. He announced that if Sulyok refused to resign voluntarily, his government and parliamentary majority would begin legal and constitutional procedures to remove him. He stated that this would not be a personalized attack but part of a broader effort to restore democratic institutions and the rule of law.

During the question-and-answer session, Magyar said constitutional amendments could be introduced within about a month, denied that such changes would jeopardize access to European Union funds, and suggested that future reforms might give citizens a greater role in selecting Hungary’s president. He concluded by outlining upcoming meetings with the governor of the central bank and senior European leaders in Berlin and Paris.
