La o dezbatere găzduită vineri, 13 martie, de Quartet Institute și GlobalFocus Center, cu participarea David Millar, fost Global Issues Chair la U.S. Foreign Service Institute, participanții au explorat modul în care conflictele actuale remodelează sistemul internațional.

De la Ucraina la Indo-Pacific și Orientul Mijlociu, crizele actuale indică o tranziție structurală mai profundă în echilibrul global de putere.

În pofida propriilor provocări interne, Statele Unite rămân angajate la nivel global, dar sunt tot mai concentrate asupra provocării strategice și economice reprezentate de China, în timp ce Rusia pare structural mai slabă, dar continuă să aibă un impact militar semnificativ. Evoluțiile din jurul Iranului ilustrează modul în care tensiunile regionale sunt tot mai strâns legate de competiția dintre marile puteri și de evoluțiile globale.

În ce privește Europa, discuția a subliniat importanța continuității parteneriatului transatlantic, alături de necesitatea consolidării capacităților europene în cadrul NATO și al Uniunii Europene. Statele Unite nu își pot proiecta influența în plan global fără partenerii europeni, iar Europa trebuie, la rândul ei, să își întărească propriile capacități și reziliența în interiorul NATO și al UE.

Conversația a abordat, de asemenea, implicațiile strategice ale inteligenței artificiale ca factor decisiv al viitoarei competiții pentru putere. Deși potențialul său constă în eficiență și automatizare, acestea vin și cu costuri semnificative — inclusiv cerințe energetice masive și riscul pierderii locurilor de muncă la scară largă.

At a lunch discussion hosted Friday, March 13th, by Quartet Institute and GlobalFocus Center, and featuring David Millar, former Global Issues Chair at the U.S. Foreign Service Institute, participants explored how current conflicts are reshaping the international system.

From Ukraine to the Indo-Pacific and the Middle East, current crises point to a deeper structural transition in the global balance of power. Despite its internal challenges, the United States remains globally engaged, but increasingly focused on the strategic and economic challenge posed by China, while Russia appears structurally weaker but still militarily consequential. Developments around Iran illustrate how regional tensions are increasingly intertwined with great-power dynamics and global developments.

For Europe, the discussion highlighted the continued importance of the transatlantic partnership, alongside the need to strengthen European capabilities within NATO and the EU. The United States cannot project global power without European partners, while Europe must strengthen its own capabilities and resilience within NATO and the EU.

The conversation also touched on the strategic implications of artificial intelligence as a decisive driver of future power competition. While its potential lies in efficiency and automation, it also comes with significant costs — including massive energy demands and the risk of large-scale job displacement.

The event opened a broader policy initiative, “Romania in the World. Toward a Reformist Grand Strategy,” supported by Friedrich-Ebert-Stiftung Romania.

Europe can no longer afford to regard the Sea as a distant periphery. It has become both a frontline and a backbone of connectivity, where Europe’s economic security, democratic resilience, and geopolitical credibility converge.

The EU Strategic Approach to the Black Sea and the foreseen Hub, which Romania has offered to host in the port city of can be instrumental in moving from conceptual framework to effective implementation.

The Black Sea Roundtable 'Securing the Black Sea:
Translating Strategy into Action', convened last month in Constanta by the GlobalFocus Center with the support of its partners*, gathered senior policymakers, defence and foreign affairs officials, and representatives, academics, think-tankers and private-sector experts to discuss the transformation of the EU Black Sea Strategic Approach from a vision into a framework of action.

GlobalFocus Center va sprijini eforturile MAI/ DSU cu experiența și competențele sale acumulate în 10 ani de activitate internațională în domeniu, pentru a dezvolta un mecanism incluziv, democratic și eficient de contracarare a încercărilor de afectare a capacității cetățenilor și societății de a accesa conținut online și audio-vizual verificat, autentic și destinat informării, nu manipulării sau transformării societale.

Un prim pas al acestei colaborări va fi realizarea unui Ghid de pregătire împotriva dezinformării și manipulării online, care va fi curând disponibil pe Platforma Națională de Pregătire
