Yesterday, we had the pleasure of hosting Future of Governance: European Financial Integration & the Strategic Digital Advantage in Chișinău, together with our partners ENVISIA-Boards of Elite and Asociația Investitorilor din România în Republica Moldova.

The event brought together leaders from government, central banking, capital markets, technology, academia, and both the public and private sectors, creating a strong platform for dialogue on the future of governance in a rapidly evolving European landscape.

We are honored to announce Mr. Dorin Recean, former Prime Minister of the Republic of Moldova, as a speaker at the Future of Governance: European Financial Integration & the Strategic Digital Advantage conference.

Dorin Recean served as Prime Minister from February 2023 to November 2025, during a critical phase of Moldova’s European integration agenda. A pro-European reformer, he currently acts as a Presidential Special Envoy for Development and Resilience, focusing on strengthening state institutions and advancing Moldova’s international partnerships.

With a background in economics and international business management, he has led major reforms across both the public and private sectors. As Minister of the Interior and previously Deputy Minister of Information and Communication Technology, he played a key role in aligning Moldova’s security, border management, and identity systems with EU standards, including contributions to the EU visa liberalization process. In the private sector, he has been active in fintech and digital innovation, promoting data-driven decision-making and financial inclusion.

As Prime Minister, he advanced Moldova’s EU accession path, strengthened macro-financial stability, and supported the country’s energy diversification and digital transformation agenda, positioning Moldova as an emerging hub for secure digital services and innovation.

At the conference, he will join Panel I: “The Road to SEPA & EU Integration – Building a Modern Financial Backbone,” where he will share insights on governance, European financial integration, and how digital transformation can accelerate institutional convergence and resilience.

Professor Alexandru Stratan holds a Habilitation Doctorate in Economic Sciences, and is a distinguished academician academician, and university professor, with extensive academic and research experience in global economics, international economic integration, competitiveness, and sustainable development.

Throughout his career, he has held key research and leadership roles, contributing to the advancement of economic research and strengthening international scientific cooperation. He is the author and co-author of numerous scientific publications and has been actively involved in national and international research projects.

As Rector of ASEM, he actively promotes the modernization of education, the internationalization of academic programs, and the role of universities in supporting economic and social development in the Republic of Moldova.

At the conference, he will join Panel I: “The Road to SEPA & EU Integration – Building a Modern Financial Backbone,” where he will bring insights on economic integration, competitiveness, and the strategic role of academia in shaping future financial systems.

Since 2025, Mr. Remus Vulpescu serves as CEO of BVB and has been a Member of its Board of Directors since 2024. With a strong background in law, corporate governance, and capital markets, he brings extensive experience from both the private sector and public administration.

Throughout his career, he has been actively involved in major Romanian companies, serving on the boards of organizations such as Hidroelectrica, Nuclearelectrica, Transgaz, and Romaero, among others.

In addition to his corporate experience, he has held key roles in public administration, including Chief of Office for Portfolio Management & Privatization and Adviser to the Minister of Economy, as well as General Manager of the Prime Minister’s Control Body.

At the conference, he will join Panel II: “Digital Advantage & Risk Governance – The Strategic Perspective,” where he will share insights on capital market development, corporate governance, and the evolving role of financial institutions in a rapidly transforming digital economy.

We are pleased to announce Mr. Mihnea Constantinescu, Deputy Governor of the National Bank of Moldova, as a speaker at the Future of Governance: European Financial Integration & the Strategic Digital Advantage conference.

Mr. Constantinescu brings extensive experience in central banking, monetary policy, and financial market analysis. Prior to his current role, he held research and managerial positions at the National Bank of Ukraine, the Bank of Lithuania, and in the private sector.

He holds a PhD from the University of Zurich and serves as an external lecturer at the University of Amsterdam and the University of Zurich. His research focuses on business cycle analysis, monetary policy, and financial market dynamics, with publications in leading academic and policy journals such as Economic Modelling, Quarterly Review of Economics and Finance, and the European Journal of Law Reform.

With over 20 years of experience, Mr. Ionuț Țața is an entrepreneur, innovation strategist, and ecosystem builder working across Central and Eastern Europe.

He is the Founder and CEO of Iceberg Plus, a consultancy specializing in innovation, technology transfer, and ecosystem development, and serves as President of the Innovation and Technology Cluster. Ionuț also leads the Futures of Innovation and Technology (FIT) – European Digital Innovation Hub, supporting the digital transformation of SMEs and innovation-driven businesses.

Over the past years, he has contributed to building innovation ecosystems across Central and Eastern Europe, the Western Balkans, the Caucasus, and North Africa, working with international organizations to strengthen entrepreneurship, technology transfer, and regional economic development.

In addition, he is Vice President of the Romanian ICT Employers' Union, Vice President of RODIH – the National Association of Digital Innovation Hubs, and an active member of the ICT Task Force within the Coalition for Romania's Development.

Currently, he serves on the Supervisory Board of EIT Manufacturing, overseeing the Twin Transition Accelerator, supporting green and digital startups across Europe. Starting in 2025, he will also lead the Community Office of the European Institute of Innovation and Technology (EIT) for Romania.

At the conference, he will join Panel II: “Digital Advantage & Risk Governance – The Strategic Perspective,” where he will share insights on how innovation ecosystems, digital innovation hubs, and startup acceleration programs can strengthen Europe’s digital competitiveness and economic resilience.
