Policy Center for Roma and Minorities

Fundația „Policy Center for Roma and Minorities”, în colaborare cu programul ”ROMACT” Romania, au organizat în perioada 22-23 Octombrie 2024, evenimentul de lansare a ”Asociației Serviciilor Publice de Asistență Socială de la Nivel Local” (A.S.P.A.S.). Evenimentul s-a bucurat de participarea unui număr de 60 de reprezentanți ai serviciilor publice de asistență socială din țară , de reprezentanți ai Consiliului Economic și Social și de reprezentanți ai Ministerului Muncii și Solidarității Sociale.
Asociația a fost creată în cadrul proiectului ”Empower the Local Stakeholders for Advocacy”, proiect finanțat de către Comisia Europeană prin ”European Roma Grassroot Organisation” Network și implementat de Fundația ”Policy Center for Roma and Minorities”, și cu sprijinul programului ROMACT, un Program comun al Consiliului Europei și al Comisiei Europene.
A.S.P.A.S. este o asociație formată din servicii publice de asistență socială de la nivel local cu personalitate juridică și compartimentele de asistență socială din cadrul aparatului de specialitate al primarului. Scopul asociației este armonizarea și perfecționarea activității pentru implementarea politicilor sociale. Ea reprezintă un centru de resurse pentru toate serviciile publice de asistență socială de pe teritoriul României, indiferent de forma de organizare.


The ”Policy Center for Roma and Minorities” Foundation, in cooperation with the ”ROMACT” Romania program, organized on October 22-23, 2024, the launch event of the ”Association of Public Social Assistance Services at the Local Level” (A.S.P.A.S). The event was attended by 60 representatives of public social assistance services from all over the country, representatives of Economic and Social Council and representatives of the Ministry of Labor and Social Solidarity.
The association was created within the framework of the "Empower the Local Stakeholders for Advocacy" project, a project financed by the European Commission through the "European Roma Grassroot Organization" Network and implemented by the "Policy Center for Roma and Minorities" Foundation, in collaboration with the ROMACT Program, a joint Program of the Council of Europe and the European Commission.
A.S.P.A.S is an association formed by public social assistance services at the local level with legal personality and the social assistance departments within the specialized apparatus of the mayor. The purpose of the association is to harmonize and improve the activity for the implementation of social policies. It represents a resource hub for all public social assistance services on the territory of Romania, regardless of the form of organization.

Joi 17 Iulie am organizat o întâlnire cu organizații care deservesc grupuri vulnerabile (ONG-uri rome si pro-rome, ONG-uri care oferă servicii sociale si ONG-uri care apără drepturile copiilor). Întâlnirea s-a desfășurat în cadrul proiectului FURI -EU Funds for Fundamental Rights (https://www.facebook.com/profile.php?id=61560476205557), în care organizația noastră este partener. După prezentarea proiectului FURI, cei 20 de participanți din București și din țară, reuniți întru-un format hibrid, au dezbătut tema discriminării apărute în comunități în care s-au implementat fonduri europene. Principalele puncte de discuție au fost:
- Obligativitatea de a respecta Carta Drepturilor Fundamentale a Uniunii Europene pe parcursul implementării proiectelor finanțate din fonduri europene
- Slaba cunoaștere a legislației anti-discriminare în rândul implementatorilor și a evaluatorilor acestor proiecte
- Rolul societății civile în procesul de semnalare a discriminării
- Exemple de discriminare și de prevenire a discriminării din partea finanțatorilor
Pe data de 25 Iulie vom organiza o întâlnire pe aceeași temă cu organizațiile care reprezintă drepturile persoanelor cu dizabilități.

On Thursday, July 17, we organized a meeting with organizations serving vulnerable groups (Roma and pro-Roma NGOs, NGOs providing social services and defending children’s rights). The meeting was held within the FURI-EU Funds for Fundamental Rights project (https://www.facebook.com.com.php?id=61560476205557), where our organization is a partner. After the presentation of the FURI project, the 20 participants from Bucharest and the country gathered in a hybrid format and debated the discrimination that appeared in communities where European funds were implemented. The main points of discussion were:
- Obligation to comply with the Charter of Fundamental Rights of the European Union during the implementation of projects financed by European funds
- Poor knowledge of anti-discrimination legislation among implementers and evaluators of these projects
- The role of civil society in the process of reporting
- Examples of discrimination and prevention of discrimination by financiers
On July 25, we will hold a meeting on the same topic with organizations representing the rights of people with disabilities.
