This analysis can only be given by a person who has mere surface level knowledge of Islam.

Any legal system has its "set of laws" which are implemented in unison. One cannot pick and choose certain laws to implement, because such a step would backfire.

Islam provides a comprehensive set of laws which ensure that any specific segment of society does not have power to oppress another segment of society or force them to make a certain decision (in this case, the rich had the power to oppress or force the poor). Furthermore, Islam does not mandate Diyat as the only punishment for killing. Islam gives the option of Qisas or Diyat to the victim's family. The family is free to choose, without any pressure. If they choose Qisas, the murderer will be executed in public and if they choose Diyat then 100 camels (or an equivalent amount) are given.

Pakistan's law has cut of the Islamic Laws regarding Qisas and other Hudood punishments, along with numerous Laws of Islam which ensure that the rich cannot overpower the poor, and instead only chosen to implement the Diyat. Such a "cherry picked" law is not from Islam, it is from the legislative assemblies of Pakistan.

So where should your finger be pointed? Towards Islam? Or towards the system which allows humans to legislate/amend/abrogate laws for their own benefit?
