That means clear roles, controlled access, quality gates, documentation standards, communication rules, and regular review.
Offshore delivery should not reduce prime accountability. It should strengthen delivery capacity while keeping control where it belongs.
The US SLED market includes 100,000+ government entities across state, local, and education sectors, with nearly $2 trillion in annual spending across categories.
The SLED IT market alone was estimated at around $155 billion in 2025, with projections to reach $178 billion by 2028.
