لاہور ہائی کورٹ، لاہور کے ڈائریکٹوریٹ آف ڈسٹرکٹ جوڈیشری کی جانب سے جاری ہونے والا مورخہ 13 مئی 2026 کا یہ تاریخی نوٹیفیکیشن بصارت سے محروم افراد اور تمام معذور شہریوں کی تاریخ میں ایک روشن ترین سنگ میل ہے۔ معزز چیف جسٹس لاہور ہائی کورٹ جسٹس عالیہ نیلم صاحبہ کی جرات مندانہ اور عادلانہ توجہی کے نتیجے میں، پنجاب ایمپاورمنٹ آف پرسنز ود ڈس ایبلٹیز ایکٹ 2022 کے سیکشن 35 کے تحت پنجاب بھر کے تمام اضلاع میں تمام ڈسٹرکٹ اینڈ سیشن ججز اور ایڈیشنل ڈسٹرکٹ اینڈ سیشن ججز کو خصوصی عدالتوں (Special Courts) کے اختیارات باضابطہ طور پر تفویض کر دیے گئے ہیں۔
معاشرے کی اس فرسودہ سوچ کو کہ معذور افراد صرف خیرات یا ترس کے حق دار ہیں اور محض ایک بے جان شے کی حیثیت رکھتے ہیں، ہمیشہ کے لیے پیچھے چھوڑتے ہوئے اس باصلاحیت طبقے نے ثابت کر دیا ہے کہ وہ اپنے حقوق کے خود مالک اور برابر کے باوقار شہری ہیں۔ یاد رکھیے کہ یہ منزل اتنی آسان نہیں تھی؛ یہ بصارت سے محروم افراد کی بے مثال جرات، عظمت اور سڑکوں پر کیے جانے والے ان پرامن اور پرعزم احتجاجات کا ثمر ہے جنہوں نے حکومتی ایوانوں کو قانون سازی پر متوجہ کیا۔ حکومتِ پنجاب کے تعاون اور مثبت اقدامات کے نتیجے میں یہ قانونی مراحل طے ہوئے، اور آج اسی اجتماعی جدوجہد کی بدولت ہر ضلعی سطح پر قانون کی بالادستی اور معذور شہریوں کے حقوق کے تحفظ کے لیے انصاف کے دروازے پوری طرح کھل چکے ہیں، کیونکہ ہمارا اٹل مؤقف ہے کہ ہمیں اب سہارا نہیں، انصاف چاہیے۔
اس ناممکن کو ممکن بنانے اور اس طویل فکری و عملی جدوجہد کو منزل تک پہنچانے میں حکومتِ پنجاب، سوشل ویلفیئر ڈیپارٹمنٹ، متعلقہ سیکرٹریٹ حکام، کونسل فار دی رائٹس آف پرسنز ود ڈس ایبلٹیز، کیبنٹ ڈویژن اور تمام مخلص اداروں کا کردار انتہائی قابلِ تحسین ہے۔ اس پس منظر میں ہم حکومتِ پنجاب اور خصوصی طور پر ملک لا ایسوسی اٹس کے تمام مخلص اور جفاکش قانون دانوں بالخصوص طاہر پرویز ملک ایڈوکیٹ، طاہر محمود مغل ایڈووکیٹ (سپریم کورٹ آف پاکستان)، عمر پرویز ملک صاحب، شاہد بٹر صاحب، شیخ انعام الٰہی پرویز صاحب اور تحریک کے روشن ستارے شفیق الرحمان (مائل اسٹون لاہور) سمیت بصارت سے محروم افراد کی اس عظیم پوری کمیونٹی اور تمام سرگرم رہنماؤں کے تہه دل سے شکر گزار ہیں جنہوں نے اس تاریخی مشن میں اپنا بھرپور، مخلصانہ اور عملی کردار ادا کیا۔
تمام بصارت سے محروم افراد، دیگر معذور شہریوں اور عوام الناس سے پرزور گزارش ہے کہ اس عدالتی نوٹیفیکیشن اور قانونی سہولت سے مکمل آگاہی حاصل کریں تاکہ حق تلفی یا زیادتی کی صورت میں بلا تاخیر قانون کے دروازے پر دستک دی جا سکے اور معاشرے میں ہر خاص و عام کے لیے یکساں انصاف، برابری اور قانون کی بالادستی کو یقینی بنایا جا سکے

I would like to request information about registering World Disability Forum as an organisation for the Perth Disability Expo 2026.

World Disability Forum is working for the empowerment and inclusion of persons with disabilities. We support people with disabilities by helping them access essential assistive devices and other support according to their needs, including electric wheelchairs, wheelchairs, crutches, white canes/blind sticks, and other assistive equipment.

Unfortunately, many persons with disabilities cannot afford these essential devices. We are therefore looking for donors, sponsors, charitable organisations, and partners who can support our work and help us provide these life-changing assistive devices to people in need.

We would be very grateful for an opportunity to participate in the Perth event, connect with Australian disability organisations and potential donors, and explore opportunities for collaboration, fundraising, and partnerships.
