Nakiisa tayo sa Bayan ng Gamay sa kanilang State of the Municipality Address (SOMA) at Grand Night noong Pebrero 19, 2026, bilang bahagi ng serye ng mga aktibidad para sa nalalapit nilang ika-79 na Founding Anniversary.

Nagagalak akong masaksihan ang pagkakaisa at pagsusumikap ng lahat na makatulong sa mga programa ng bayan. At buong puso kong ipinagmamalaki ang inyong mga narating sa loob ng 79 na taon ng pagkakatatag. Hangad ko ang patuloy na pag-unlad ng bayan at tagumpay sa inyong mga adhikain, katuwang ang ating Pamahalaang Panlalawigan at iba pang mga kaagapay sa paglilingkod sa komunidad.

𝐍𝐨𝐫𝐭𝐡𝐞𝐫𝐧 𝐒𝐚𝐦𝐚𝐫 𝐎𝐟𝐟𝐢𝐜𝐢𝐚𝐥𝐬 𝐄𝐱𝐩𝐥𝐨𝐫𝐞 𝐖𝐚𝐭𝐞𝐫 𝐒𝐨𝐥𝐮𝐭𝐢𝐨𝐧𝐬 𝐰𝐢𝐭𝐡 𝐇𝐚𝐧𝐚𝐛𝐚𝐧𝐚 𝐖𝐚𝐭𝐞𝐫 𝐂𝐨𝐫𝐩𝐨𝐫𝐚𝐭𝐢𝐨𝐧

Following the Ibabao Business Conference, top officials of the Provincial Government of Northern Samar met with representatives of Hanabana Water Corporation to discuss potential collaborations for addressing the province’s long-standing challenges in water supply and distribution. Present during the meeting were Congressman Harris Ongchuan, Governor Edwin Ongchuan, Vice Governor Atty. Clarence Dato, and Provincial Economic Development and Investment Promotions Office (PEDIPO) Department Head Jhon Allen Berbon. The delegation from Hanabana was led by Ramonito Sagocsoc, Vice President for Business Development.

Hanabana Water Corporation, which had recently conducted visits to various municipalities in the province, presented initial findings from their assessments. These revealed critical issues such as undeveloped water sources and lack of water infrastructures that hinder the delivery of safe and reliable water to communities. Vice Governor Dato emphasized that the majority of families in the province still rely on manual water pumps as their primary source of water. This reflects the lack of access to modern, piped water systems and highlights the urgency of developing sustainable and community-wide solutions.

Mr. Berbon noted that several local chief executives have already reached out to PEDIPO in search of credible partners who can help address their respective water concerns. This growing demand has prompted the province to take a more proactive approach in facilitating partnerships with the private sector.

Congressman Ongchuan cited municipalities like Laoang as examples of areas that have long struggled with water scarcity due to the absence of viable water sources. Furthermore, Governor Ongchuan expressed the provincial government's openness to partnerships and inquired about the models Hanabana could offer for collaboration.

Mr. Sagocsoc outlined various partnership options available, including Local Economic Enterprises (LEE) where Hanabana can be contracted as designer and builder, Public-Private Partnerships (PPP), co-operation of Level 3 water distribution systems, or bulk water supply to existing water districts.

The meeting concluded with a shared understanding of the need for sustainable and long-term solutions to the province's water problems. Governor Ongchuan requested Hanabana to submit a formal proposal for potential engagement. Hanabana committed to delivering a proposal in the coming months following the completion of detailed technical studies and assessments in the identified municipalities.
