I don't know all the details here, and the video has no sound.
If you should ever see an incident like this, instead of standing on the side of the road filming with your phone, go over and see if the victim needs help.
Even if you can't help, at least direct traffic around the victim and call 911 to get help.
There is no justifiable reason why this man had to lie in the road, all alone, while people just stood along the side of the road until he got run over by a motorcycle who didn't see him.
