The Training on Exposure Data Collection and Processing Using Remotely Piloted Aircraft Systems (RPAS) trainees from Local Disaster Risk Reduction and Management Offices (LDRRMOs) of various Local Government Units (LGUs) in Ilocos Sur strengthened their technical knowledge and practical skills in drone operations and exposure data collection during the second day of the training, held on July 21โ€“24, 2026, in Vigan City, Ilocos Sur.

The second day of the training focused on developing the participants' foundational competencies in the safe and proper operation of drones, including essential flight techniques, operational procedures, and basic flight safety. The participants underwent a combination of drone simulation exercises and actual flight activities, allowing them to apply their knowledge in a controlled and practical setting under the guidance of technical experts from the Department of Science and Technologyโ€“Philippine Institute of Volcanology and Seismology (DOST-PHIVOLCS).

Through the hands-on exercises, participants gained practical experience in operating drones and conducting aerial data collection that can support rapid assessment and informed decision-making following disasters, particularly earthquakes and tsunamis. The training also provides participants with valuable practical exposure that may support their preparation for the requirements associated with securing appropriate licensing or certification from the Civil Aviation Authority of the Philippines (CAAP), subject to applicable CAAP rules, regulations, and requirements.

The training further featured fieldwork activities that allowed participants to experience actual exposure data collection using both manual and programmed flight missions. These exercises provided hands-on experience in capturing aerial imagery that can be prepared for integration into the Rapid Earthquake Damage Assessment System (REDAS). By learning how to collect and process drone-generated data, participants gained a deeper understanding of how remotely piloted aircraft systems can contribute to the rapid assessment of disaster-affected areas, identification of exposed elements, and generation of timely and reliable information for disaster response, preparedness, impact assessment, planning, and risk reduction.

The activity forms part of the 2026 National Disaster Resilience Month (NDRM 2026) initiatives of the Provincial Government of Ilocos Sur, through its Provincial Disaster Risk Reduction and Management Office (PDRRMO), in partnership with the Department of Science and Technology Ilocos Region (DOST Ilocos Region) and DOST-Philippine Institute of Volcanology and Seismology (DOST-PHIVOLCS).

Through this collaborative initiative, the partner agencies seek to strengthen the technical capabilities of local government units (LGUs) in Ilocos Sur by equipping disaster risk reduction and management practitioners with science-based tools, technologies, and practical competencies. These efforts aim to enhance the provinceโ€™s capacity to generate timely and reliable disaster information, strengthen preparedness and response mechanisms, facilitate rapid impact assessment, and promote evidence-based decision-making toward building safer, more resilient, and disaster-ready communities.
