LOOK: The members of the GPH Peace Implementing Panel met with the Third Party Monitoring Team (TPMT) yesterday, 4 May 2026. They discussed the recommendations made by the TPMT in its 9th Public Report, as well as recent developments in the GPH-M**F peace process.
This is part of the TPMTโs 57th Monitoring Session in the undertaking of its mandate to monitor, review, and assess the implementation of all signed agreements between the GPH and the M**F.

On the occasion of the 12th anniversary of the signing of the Comprehensive Agreement on the Bangsamoro, I am pleased to convey a message of recognition and support on behalf of Spanish Cooperation in the Philippines.
This milestone represents much more than a dateโit is a reminder of the sustained commitment to peace, dialogue, and the construction of an inclusive future for all communities in Mindanao. Over the years, the peace process has shown that even in complex contexts, political will, mutual trust, and the participation of society can lead to meaningful progress.
Through AECID, we are proud to have supported various initiatives led by OPAPRU, contributing to strengthening institutional capacities, promoting social cohesion, and advancing efforts toward lasting peace.
We reaffirm our commitment to continue working alongside the Government of the Philippines, Bangsamoro institutions, and all stakeholders to consolidate the gains achieved and move forward toward sustainable, inclusive, and peaceful development.
On this anniversary, we celebrate the progress made and renew our support for a process that continues to be a source of hope.

As the gains of the peace process continue to unfold under the governance of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), it is imperative that the voices of ICCs/IPs are duly considered in decision-making, enduring that their identities, traditions, and aspirations are respected and protected--especially their rights to ancestral domains and self-governance as enshrined in the Indigenous Peoples' Rights Act (IPRA) of 1997.
In this regard, the NCIP reaffirms its commitment to meaningful collaboration with the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU), the Bangsamoro Government, and other agencies to ensure that peace efforts remain participatory and inclusive, while safeguarding the welfare of all IPs.

The normalization process must be fully insulated from the political dynamics that have repeatedly added layers of complexity to implementation.
The decommissioning of combatants, the delivery of socioeconomic packages, the transformation of camps, the management of small arms and light weapons, and the pursuit of transitional justice cannot be held hostage to electoral timelines, leadership changes, or partisan interests.
