The Procurement Service-Department of Budget and Management joined the Government Procurement PH - GPPB-Tso, the World Bank Group, and other reviewing institutions for the โGender-Responsive Procurement: Supply-Demand Activation Pilot,โ which operationalizes the inclusivity and gender-responsive mandates of the New Government Procurement Act (NGPA), on June 1, 2026, at the Westin Manila, Mandaluyong City.
The โGRP: Supply-Demand Activation Pilotโ brought together women business enterprises (WBEs) and participating procuring entities (PEs). The morning featured the capturing of self-declaration data to record each enterprise's status and conduct of the Philippine Government Electronic Procurement System (PhilGEPS) platform tutorial and modernized PhilGEPS 2 orientation. Simultaneously, the PE teams assembled in a separate workroom to apply the new procurement templates to analyze whether their actual 2026 procurement categories were a good fit for women-led businesses.
The tracks reunited in the afternoon for a central convergence session where the PEs presented their morning work to the assembled WBE audience, followed by an interactive open forum.
In her closing remarks, Executive Director (ED) Genmaries Entredicho-Caong encouraged the participants to carry on with the current GRP action plans: โOur GRP efforts have produced a scalable blueprint for reform that provides a highly-repeatable framework across all government tiersโฆwe will continue to accomplish (efforts) in the months to come in pursuit of a sustainably diversified national procurement.โ
PS-DBM completed the GFPS Survey for 10 enterprisesโconsisting of one (1) Women-Led Business, one (1) Women-Dominated Cooperative, and eight Women-Owned Businesses, with five (5) already registered in PhilGEPSโwhile its Customer Service Division (CSD) assisted a total of 14 clients, including 13 merchants and one (1) agency.
Joining PS-DBM and GPPB-TSO were the Philippine Commission on Women, Department of Trade and Industry, Securities and Exchange Commission, Cooperative Development Authority, Department of Public Works and Highways, Department of Transportation, Department of Social Welfare and Development, Department of Justice, Social Security System, Department of Agriculture, Bureau of Fisheries and Aquatic Resources-MIMAROPA, and Bangko Sentral ng Pilipinas.
By lending support and joining this project, PS-DBM continues to demonstrate its unwavering cooperation with initiatives for gender-responsive and diversified procurement.

During the Procurement ServiceโDepartment of Budget and Management (PS-DBM) Launching of Green Technology Products held on May 25, 2026, at the DBM Boncodin Hall, top officials from the PS-DBM, Department of Budget and Management , and the Office of the President expressed strong support for the agencyโs initiative toward cleaner and more sustainable common-use supplies and equipment (CSE).
As part of the agencyโs green public procurement initiative, electric vehicles (EVs) and cloud computing services (CCS) were formally launched as the newest additions to the roster of CSE available through the PS-DBM eMarketplace, the governmentโs official e-commerce platform. In addition, 39 CSE items in the Virtual Store were recognized as green products, further strengthening the governmentโs commitment to sustainable and environmentally responsible procurement practices.
In line with the national governmentโs sustainability efforts, PS-DBM Executive Director (ED) Genmaries โGenโ Entredicho-Caong emphasized that the agency not only promotes environmentally responsible practices in government procurement but also drives innovation through the expansion of green CSE items.
In his keynote message, DBM Secretary Kim Robert De Leon lauded the PS-DBM for continuously modernizing the eMarketplace, particularly through the inclusion of EVs and CCS. He noted that these initiatives contribute to more sustainable, smarter, and responsive public procurement.
Recognizing the eMarketplace as a strategic instrument for nation-building, OP Deputy Executive Secretary for Support Services and Auxiliaries Dennis Santiago remarked that when digitalization is coupled with efficient procurement systems, government procurement becomes more capable of delivering services that are efficient, accountable, and transparent.
The inclusion of these green technology products aims to support government agencies in adopting more sustainable and technology-driven solutions in their operations.

Actively supporting the initiatives of fellow government agencies, the Procurement Service-Department of Budget and Management (PS-DBM) opened its warehouse to the class of the Philippine National Police PNP Aviation Security Group (AVSEGROUP) for a field visit on May 26, 2026, at the PS-DBM Main Office in Paco, Manila.
The class, composed of 50 uniformed personnel from the PNP-AVESGROUP, conducted a warehouse visit for an observation tour as part of its Basic Logistics Course (BLC). The activity aimed to provide the BLC students with practical exposure and enable them to familiarize themselves with various facilities, systems, and best practices in logistics management applicable to the PNP organizations.
โIndeed, logistics is the backbone of any organizationโensuring that resources, equipment, and services are delivered where they are needed most, at the right time, and in the most efficient manner,โ noted Operations Office Director Samantha Grace Moscoso in her welcome remarks, emphasizing the activityโs importance in relation to logistics management.
Facilitated by Warehousing and Delivery Division (WADD) officersโMs. Fely Villarba and Ms. Maria Danica Abengoza, led by Division Chief Catherine Ann Mirabelโthe activity featured lectures on the PS-DBM mandate and general overview of the modernized Philippine Government Electronic Procurement System (PhilGEPS) portal and platforms by Marketing and Sales Division-Customer Service Team Lead Rodevie Cruz; Warehousing and Delivery Overview by WADD Deputy Chief Jeffrey Bertumen; and Inspection Processes Flow by Engr. Jerrald Dancalan. The Gates 1 and 2 warehouse tour was conducted by WADD officers Mr. Ruel Macaspac and Ms. Abengoza.
Deputy Executive Director Philip Josef Vera Cruz, in his closing remarks, highlighted PS-DBMโs solidarity with the PNP and thanked the BLC class for trusting PS-DBM to assist in its class requirements. Meanwhile, PCPT Jimmy Aglutay, the lead instructor of the BLC class, presented PS-DBM with a Certificate of Recognition in acknowledgement of its valuable assistance to the class.
PS-DBM, through this shared activity, reinforces its efforts in interagency collaboration among government entities, capacity-building and knowledge exchange, and transparency and openness.

The Procurement Service-Department of Budget and Management (PS-DBM) took part as a lead negotiator-resource person in the 6th round of negotiations for the PhilippinesโEuropean Union Free Trade Agreement (PHโEU FTA) held from May 18 to 22, 2026, at the Sheraton Manila Hotel, Pasay City.
The round endeavored to finalize text-based negotiations across all chapters and further advance market access negotiations for trade in goods, services, investment, and government procurement.
The Philippine delegation was led by the Department of Trade and Industry (DTI Philippines) Undersecretary Allan Gepty, who served as the Chief Negotiator for the Philippines. The delegation included representatives from key government agencies supporting the countryโs negotiating positions across the various chapters of the agreement.
Representing PS-DBM were Executive Director Genmaries Entredicho-Caong, Deputy Executive Directors Marlita Vallestero-Dagsa and Philip Josef Vera Cruz, Legal Office Director Ramon Antonio Matibag, Atty. Bin Alireza Romero, and Atty. Aeron Christian Earl Apostol.
The agency participated alongside the Government Procurement PH - GPPB-Tso) as part of the Philippine delegation engaging with European Union counterparts on various trade-related chapters, including government procurement.
Through its participation in the negotiating rounds, PS-DBM remains steadfast in promoting transparent, efficient, and globally aligned procurement systems while contributing to the countryโs broader trade and economic cooperation initiatives with the European Union.
